Licensing Program Analyst (LPA), Saraliz Velando conducted an announced Prelicensing Inspection for a Change of Location. LPA was greeted at the front door by Licensee, Nuha Rizko. LPA was granted entry after identifying herself and disclosing the purpose of the visit. There was one child of her own present today. Applicant will be using the following areas for daycare: Living Room 2, Dining Room, Kitchen, Bedroom 2, Bathroom 2, and Backyard. The following areas are Off Limits: Bedrooms 1 & 3, Living Room 1, Laundry Room, Bathroom 1, Front Yard and Garage. LPA tested the smoke alarm and carbon monoxide detector, and they were both functional. There is a fire extinguisher that meets the regulations located in the kitchen area. Licensee stated there are no weapons in the home and LPA did not observe any. There is a fireplace in Living Room #1 that has been screened and gated for inaccessibility to children. Storage for poisons, detergents, cleaning solutions, medications are inaccessible to children by placement out of reach areas, latched, and located in off limits areas. The home is kept clean and orderly with heating and ventilation for safety and comfort. Outdoor play will take place in the Backyard with constant supervision. Pediatric CPR and First Aid card will expire January 2026. Nuha also has a Mandated Reporter Training certificate that expires January 2026, and her husband is enrolled in a CPR class that takes place on 2/28/25. There is a working telephone and email address. Applicant was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
