What the inspector wrote

On August 15, 2025 at 9:30 am Licensing Program Analyst (LPA), Hector Canton conducted an unannounced case management visit for the purpose of increasing the licensed capacity from 8 to 14. Upon arrival LPA met with both licensees, Iaroslava Caracosa and Tetiana Ushakova; the three bedroom two bathroom single family home was toured and inspected to ensure an environment safe for the care and supervision of children. Present were both Licensees and 4 day care children, and 1 of the licensee's own minor children. The fire extinguisher, smoke detector, and carbon monoxide detector meet requirements and are operational. All hazardous items were latched and secured out of reach of children. Both licensees' Pediatric CPR and First Aid certification was valid through February 12, 2026 and meets the Emergency Medical Services Authority (EMSA) standards. The licensees completed the required Mandated Reporter Training on April 11 2024, and understands that the training must be renewed every two years. LPA verified that the licensees have met immunization requirements. The child care areas include the foyer, dining room/area, living room, covered patio area, bedroom 1 and bathroom 1. Areas made off-limits include garage, kitchen, bedroom 2, bedroom 3, and bathroom 2 which were made inaccessible through the use of baby locks, and child gates. No deficiencies were cited during the inspection. The facility was found to be operating in substantial compliance with Title 22 regulations governing Family Child Care Homes. An exit interview was conducted, and the report and appeal rights were reviewed with the licensee, Iaroslava Caracosa. A Notice of Site Visit was issued and must remain posted for 30 days. Upon final review and approval of the application to increase capacity, a license may be issued.
