What the inspector wrote
On 8/26/25 at 9:00 am, Licensing Program Analyst (LPA) Gerald Poindexter identified himself and disclosed the nature of the visit before being granted entry. LPA conducted an announced pre-licensing inspection with capacity increase with the applicant, Rana Alawad. Also present in the home were the applicant\342\200\231s husband Ayman Alawad and Ola Dib, the licensee\342\200\231s daughter-in-law, who provided translation to English. The licensee\342\200\231s primary language is Arabic. The 4-bedroom, 3-bathroom, single-story home was toured and inspected to ensure an environment safe for the care and supervision of children. The applicant provided proof of control of property, a copy of the property deed. The applicant states that they have sufficient financial resources to sustain the license. Fire clearance provided 8/14/25.
The applicant will use the following rooms for childcare: living room, kitchen, bathroom 2 (next to kitchen), and Bedroom 2 (next to Bedroom 1) and backyard (turf area). Bedroom 2 will be used to care for/separate sick children. Off-limits areas include: Bedroom 1 (master), Bathroom 1 (master), Bedrooms 3 (for applicant\342\200\231s own children) and Bedroom 4 (converted to TV room), Bedroom 2 attic (accessed form the closet), porch (next to kitchen), garage, and extended back yard areas which include a barn structure housing birds and kittens, and undeveloped land currently housing a chicken coop. These areas prevent access through the use of door knobs covers and door locks. The applicant has a fully-fenced backyard covered with green turf, available for outdoor activities. Applicant is advised to provide direct, continuous visual supervision at all times when outside. There are no bodies of water at the home. The applicant has age-appropriate toys and equipment available. LPA advised the applicant that prior to making alterations or

additions to a family child care home or grounds, the licensee shall notify the Department of the proposed changed, including use of additional rooms in the home and new construction.
There is a working phone at the facility. The fire extinguisher meets 2A10BC requirements. Carbon monoxide detector and smoke detector were tested and are operational. Poisons, cleaning compounds, medications and other hazardous items were latched/locked and secured out of reach of children. Heating and ventilation equipment were reviewed. There is no fireplace in the home. The applicant states there are NO firearms and weapons in the home.
Pediatric CPR and First Aid expire 5/18/26. Preventative health practices course (with lead poison prevention training) completed 5/24/24. Applicant\342\200\231s Mandated Reporter AB1207 training certification expires 4/23/26. Staff /resident immunization requirements were met. All required health/safety and facility-related documents were visibly posted. LPA reminded the applicant that pediatric CPR/First Aid and Mandated Reporter trainings must be renewed every two years. Children\342\200\231s records from the applicant\342\200\231s existing facility were reviewed and were found to be incomplete.
Applicant was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

On this date, 8/26/25, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Applicant was informed of the
MyChildCarePlan.org
site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. LPA discussed the safe sleep regulations with the applicant and discussed the Child Care Licensing Safe Sleep webpage at:
