What the inspector wrote

On 2/27/2026 Licensing Program Analyst (LPA), Jody Dye conducted an unannounced Case Management-licensee initiated inspection with licensee Soghra Hasani. LPA informed licensee that the purpose of the inspection was for the requested change of capacity. Licensee led LPA on a tour of the facility. This facility is a single story, three bedroom, two-bathroom house. Licensee accompanied LPA inside and out of the facility during this inspection. There were no children in care or staff members at the facility during the time of the inspection. Licensee\342\200\231s husband Jafar arrived at the facility after the inspection began to assist licensee with translation. Jafar assisted with the facility tour, review of records, exit interview, and reading of the report. Hours of operation are Monday through Friday 3:30pm-10:00pm On 2/26/2026 a fire clearance was granted for fourteen (14) children. Licensee will use the following areas for childcare: Bedroom #2, bedroom #3, kitchen, dining room, family room (main daycare room), hallway bathroom, front and back yards. Off limits areas are Master bedroom, bathroom #1(master), laundry room, and garage that are made inaccessible using child proof doorknob covers on the handles leading to the rooms, and entry door from the home into the garage. Licensee utilizes the fenced front yard and fenced back yard for outdoor activities. LPA informed licensee to ensure children are always supervised during outdoor activities. Continued on LIC 809-C page 2 There are sufficient age-appropriate toys, games, and play equipment available. The home was clean and orderly during inspection. Detergents, cleaning compounds, and medicines are inaccessible to children in care and poisons are locked away. The fire extinguisher rated 2A:10B:C and located in the hallway, smoke detector located in the hallway and carbon monoxide detector located in the kitchen meet requirements and are operational. There is a working cell phone in the home. Licensee stated there are no bodies of water and LPA did not observe any bodies of water during the inspection. Licensee stated there are no weapons in the home. The licensee owns the home. The licensee provided proof of control of property. Licensee\342\200\231s pediatric CPR and First Aid certifications expires on 2/27/2026. Licensee completed the Preventative Health Practices course on 3/01/2024. Applicant is exempt from the mandated reporter requirement due to English not being their primary language. Immunization records per SB792 were reviewed and met regulations. Required documents are posted. Facility roster is maintained and was reviewed. The licensee was first licensed on 11/25/2025. She has yet to conduct a disaster drill and has not been licensed and operational for 6 months. All adults living or working in the home have been fingerprint cleared and associated. Children's files were reviewed and found to be complete. Licensee was reminded to keep all records within the children\342\200\231s files. Licensee does not have a safe sleep crib within the facility. Licensee does not have any children in care under 2 years of age. Licensee has no plan to care for children under two years of age in the future. LPA reviewed with licensee the LIC 311D, Forms/Records to Keep in Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. LPA reviewed the following with licensee: SIDS, car seat law, reporting requirements, shaken baby syndrome, care and supervision. Licensee was also reminded the following items are prohibited during day care operating hours (walkers, exersaucers, jumpers and bouncy seats). Corporal punishment and smoking are not allowed in day care. Continued on LIC 809-C page 3 LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. San Diego Regional Office Duty Line was provided: (619) 767-2248. The maximum capacity for a Large Family Child Care home: 12 children (with a qualified assistant) with no more than 4 infants; or (with landlord consent) 14 children (with a qualified assistant) with no more than 3 infants, 1 child enrolled in kindergarten or elementary school and 1 child at least age 6 including children under age 10 who live in the licensee's home. When there is no qualified assistant, 14 years of age or present, the capacity reverts to the requirements for a Small Family Child Care. During the exit interview, the licensee Soghra Hasani, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. There were no deficiencies cited during today's inspection. Increase in capacity to 14 children was granted on this date. A notice of site visit was given and must remain posted for 30 days.
