What the inspector wrote

On 2/9/2026, Licensing Program Analyst (LPA), Saraliz Velando conducted an announced Prelicensing Inspection for a Change of Location and Capacity Increase. LPA was greeted at the front door by Licensee, Balsam Arabo and her husband, Raymon Arabo who helped interpret in Arabic. LPA was granted entry after identifying herself and disclosing the purpose of the visit. Licensee will be using the following areas for daycare: Living Room, Dining Room, Kitchen, Bedroom #1, Bathroom #1, and Backyard area. The following areas are Off Limits: All 2 nd floor, Pool area, and Garage. The children are provided a safe, healthful, and comfortable environment, furnishings, and equipment. Business Hours will be 24 hours a day/ 7 days a week. LPA tested the smoke alarm in Bedroom #1 and carbon monoxide alarm in the Hallway by Bedroom #1 and they were both operational. There is a fire extinguisher 2A10BC in the Dining area and it meets regulations. Licensee stated there are no weapons or ammunition stored in the home and LPA did not observe any. There is a pool that is fenced and meets the new pool regulations. Fire clearance was granted on 1/5/2026. There are no wall heaters but there is a fireplace in the living room that has been screened and inaccessible to children in care. Storage for poisons, detergents, cleaning solutions, medications, are made inaccessible to children by latches or placement in off limits areas. The home is kept clean and orderly with heating and ventilation for safety and comfort. Pediatric CPR and First Aid card will expire April 2026. Licensee is exempt from a Mandated Reporter Training because she speaks mostly Arabic. Licensee is a homeowner and does not require Landlord Consent. There is a working telephone and email address. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. LPA completed the RSO profile in FAS. There are no corrections needed today. Once application review is complete, a license for fourteen (14) children will be granted. Licensee agrees to comply with all regulations and laws governing Large Family Child Care Homes. Exit interview was conducted and report was reviewed with the Licensee, Balsam Arabo.
