What the inspector wrote

On 2/17/2026 at 11:30am, Licensing Program Analyst (LPA) Adriana Macias, conducted an announced Pre-Licensing/Change of Location inspection for the applicants. Upon arrival, LPA met with applicant Wisam Abar. LPA was granted entry after showing badge, identifying self, and disclosing nature of visit. The 1 story, 3 bedroom, 2 bathroom single family home was toured and inspected to ensure an environment safe for the care and supervision of children. The fire extinguisher located in the Kitchen, carbon monoxide detector located in the Kitchen and smoke detector located in the hallway meet requirements and are operational. All hazardous items were latched/locked and secured out of reach of children. There are bodies of water in the home. Backyard was observed with an inground pool and a separate above ground hot tub, with a cover that can hold an adult\342\200\231s weight, but the cover must be locked. The pool is fully fenced with mesh; it is 5 ft and has no gaps that can allow the passage of a sphere with a diameter of 4 or more inches. Self-latching gate has a key lockable device placed no lower than 60 inches above the ground. Access gate DOES NOT open away from the pool. Applicant stated that gate will be fixed to open outwards. LPA observed and tested a ASTM pool alarm and observed a life ring and 24-inch pole with hook. Fencing will remain in place and properly functioning whenever there are licensed children in care. LPA observed an opening through the backyard fence that connects to the neighbor\342\200\231s backyard with an inground pool. Applicant stated that wood fenced will be fixed to cover the cavity/opening that connects to the neighbor\342\200\231s backyard. The fireplace is screened. There is a working phone at the facility. Required documents have been posted in the home. Applicant states that there are no weapons in the home and that they have sufficient financial resources to sustain the license. (CONT ON LIC809C) Applicant will be using the following rooms for childcare: Living Room, Kitchen, Room 1, Room 2, and Bathroom 1. Off-limit areas include: the Garage, Master Bedroom with master bathroom and the backyard and are inaccessible through the use of locks and doorknob covers. Applicant has a fully fenced backyard but will be kept off-limits during daycare hours. Applicant stated that they will take the children to a nearby park for outdoor activities. Applicant will always provide visual supervision when children are outdoors. The applicant has toys and equipment available for the children. CPR and First Aid expire on 11/2026 for both applicants. Preventative health practices course was completed on January 2023 for both applicants which includes lead poison prevention training. Applicants are exempt from mandated reporter requirement due to English not being their primary language. Applicants immunization requirements were met as well as for other adults living at home. All adults living in Child Care Home Facility, have received criminal record and child abuse clearances or exemptions. LPA reviewed with applicant the LIC 311D, Forms/Records to Keep in your Family Child Care Home, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant. The new provider packet was reviewed with the applicant including information on child abuse and unusual incident reporting. LPA provided information regarding the YMCA Resource center, the Child Care Advocate Program, Safe Sleep and SIDS (Sudden Infant Death Syndrome). Applicant was reminded that corporal punishment, smoking, walkers, exersaucers, jumpers and bouncy seats are not allowed in day care. All equipment that is used should be used only as intended by the manufacturer. Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Because the applicant rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC 9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149). Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. (CONT ON LIC809C) LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https:// www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for and removing recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https: //www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. On this date, 1/08/2026, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility address. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. The following corrections are needed prior to the issuance of the license: Access gate opens away from the pool, self-closes and is self-latching. Broken fence: opening on wood fence has to be fixed because it connects to the neighbor\342\200\231s backyard with an inground pool. Hot Tub Cover must be locked. Once all corrections are made and proof is sent to licensing, a license for 14 children may be granted. Applicant understands that proof of corrections must be submitted to Licensing within 30 days or the application may be denied. Applicant will email or text a picture of corrections to LPA Adriana Macias. Applicant agreed to comply with all regulations and laws governing family child-care homes. A notice of site visit was given to applicant and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the applicant Wisam Abar.
