What the inspector wrote

It was also alleged that the licensee did not meet the daycare child’s toileting needs. During LPA’s record review, it was discovered that C1’s pre admission health history stated that C1 was not toilet trained, therefore needing assistance with toileting. Interviews with parents also revealed that children are being sent home in soiled clothing due to their toileting needs not being met. This agency has investigated the complaint alleging staff did not report an incident to responsible parties and licensee did not meet the day care child’s toileting needs. Based on LPA’s review of records and interviews conducted, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. Deficiencies are cited per California Code of Regulations, Title 22, Division 6 on the attached 9099D. An exit interview was conducted and report was reviewed with Director, Debus. A notice of site visit was given, and must remain posted for 30 days.

This requirement was not met as evidenced by: On or about February 2023, Child #1 (C1) came down with a communicable disease. Although parents reported the incident to the facility, the licensee did not notify licensing or parents about the illness. This poses a potential health and safety risk to children in care.
