What the inspector wrote

On 11/08/2021 at 8:30am, Licensing Program Analyst (LPA), Samantha Clenista conducted an announced Pre-Licensing inspection. LPA met with Owner/Applicant, Anita Okolo and designated Site Director, Clarissa Carver. The Preschool Program (2-5 years old) will operate in Rooms #1,#2 and #3 while the Toddler Program (18-36 months) will operate in Room #4 and #5. Fire clearance was granted on 11/03/2021. A tour of the facility per facility sketch was conducted. All indoor and outdoor activity space utilized for the children were inspected and measured during inspection. The preschool indoor play space measured at approximately 1,117.83 sq. ft., which will accommodate a total of 31 children. The outdoor playground area that Applicant stated she would like to utilize measured at approximately 1,135.52 sq. ft., which will accommodate no more than 15 children at one time. The toddler indoor play areas were measured at approximately 457.75 sq. ft. which can only accommodate no more than 13 children at one time. The toddler outdoor playground measured at approximately 419.52 sq. ft. which can only accommodate 5 children. The play areas for the toddlers and preschoolers indoor and outdoor were observed to be physically separate. Due to limited square footage outdoors, a playground waiver for both the toddlers and preschoolers to share their playground on a scheduled basis shall be approved prior to licensure. LPA obtained waiver requests during inspection. LPA observed all indoor play space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. There are a total of total of 3 toilets and 3 sinks available for the preschool program children and 1 toilet, 2 potty chairs and 2 sinks available for the toddler program children. Children are to be escorted and supervised by staff to and from the bathrooms and under direct visual observation. There is one staff restrooms located across the kitchen. The office and staff restroom will be the isolation area for children who are ill. There is an operational carbon monoxide detector on site located in the conference room. There is a first aid kit in every room located in a backpack. LPA inspected one first aid kit and observed it to be in compliance. Applicant stated there are no firearms/weapons on site. LPA observed no bodies of water on site. Sign-in area is located in the front entryway (reception on facility sketch). Applicant was reminded to keep anything that reads, “Keep Out of Reach of Children” to be inaccessible to children. Applicant is reminded that any changes to the facility must be reported to and approved by Community Care Licensing. When LPA inspected the outdoor playground, LPA observed canopies used for shade. Area is fenced per regulation, has age appropriate play equipment, and sufficient turf for cushioning under the slides and climbing structure. Drinking water is readily accessible via water bottles and refillable water jugs. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Applicant states she understands that all staff must have a criminal record clearance and be associated to the facility prior to having a presence in the Center. Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website. Please go to www.ccld.ca.gov and click on “Receive Important Updates,” then enter your email address and choose which program you would like to subscribe to and click subscribe. LPA also shared and reviewed Playground Safety Handbook, Risk in Play article, YMCA Childcare Resource Service, Helping Young Children Cope with Disaster, Active Supervision Handout, and COVID-19 Early Care and Education handout. Prior to licensure, the following is needed: Make the fence dividing the toddler and preschool playground more sturdy Obtain an approved waiver to share the toddler and preschool playgrounds Exit interview was conducted. Once corrections have been made and submitted, a license for 30 children (ages 2-5) with a toddler option (18-36 months) of 10 toddlers may be granted upon final file review. This report shall be kept available at the facility for public review for 3 years.
