What the inspector wrote

On 10/3/24 at 9:35 Am, Licensing Program Analysts (LPAs) Keturah Lane and Edleen Montesa visited the facility to conduct an annual inspection. Upon arrival LPAs met with Director Jennifer Brown and proceeded to tour the facility. During today's inspection, there were 42 children with 6 staff in 4 classrooms. Classrooms Preschool 2 & Pre-K1 were not in use. Appropriate ratios and capacity were observed. Appropriate care & visual supervision were also observed during the inspection. At approximately 10:20 AM, LPAs observed in classroom 2 that the outside exit room in the child’s bathroom was blocked. LPAs also observed in classroom #2 that brooms were hanging near the child’s toilet and could possibly fall on the child. It was advised to remove the brooms from this area and hang them upright so the children cannot touch the dirty part of the brooms. In classroom #2, LPAs observed a teacher’s purse accessible within an unlocked cabinet. LPAs advised the purses to be removed to a higher spot inaccessible or in a locked cabinet. (see LIC9102TA) At approximately 10:25 AM, In classroom Preschool #1, LPAs observed a bottle of 70% rubbing alcohol in a drawer with other teacher’s supplies that was not locked and accessible to children. LPA removed the bottle of rubbing alcohol to a higher shelf out of reach and advised Director to inform teachers that rubbing alcohol needs to be inaccessible. (see LIC9102TV) Furniture and age-appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation. Floors appear to be clean and safe. Drinking water is readily accessible. Bathrooms are maintained with operational toilets and faucets with appropriate temperature. Paper towels and toilet paper are available. Bathroom is lighted and has ventilation. Food service area consists of a kitchen which is clean and free of hazards. Menu is posted. Adequate food is available for meals. (continued on LIC809-C...) Cleaning supplies are kept separate from food and are inaccessible to children. Storage containers for solid waste have tight-fitting covers and are kept in good repair. Storage areas for poisons are locked. Director stated there are no firearms or other weapons on the premises. All foods/beverages capable of rapid spoiling are stored in covered containers at 45 F or less. The facility appears to be free of insects and rodents. There is an operational carbon monoxide detector at the facility. Last emergency drill was conducted on 9/11/24. Outdoor play area is a fenced playgrounds with sufficient material for cushioning. There are no bodies of water at this facility. Climbing structures, swings and slides are securely fixed to the ground. Area has canopies used for shade. Equipment is age appropriate. Area has drinking water readily accessible, and grounds are free of debris or potential hazards. LPA reviewed medication storage. There is currently no medication needs for the children enrolled. Personnel records contain health screening documentation and at least one staff member has current CPR and First Aid certifications. All staff have completed mandated reporter training and required immunizations. Each personnel record contains documentation of educational background and training. Sign ins were reviewed. Children’s records contain admission agreements and medical assessment. One child did not have proof of immunizations in the file (see LIC9102TV). A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. (continued on LIC809-C...) LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
