What the inspector wrote

On 02/01/2022 at 1:20pm , Licensing Program Analyst, Samantha Clenista conducted an announced Change of Ownership Pre-Licensing inspection. LPA met with Center Director, Michaela Serbin (who is director qualified). CEO, Michael Ong, is out of town and due to COVID-19 restrictions, Mr. Ong granted permission that LPA meet with the Director during today\342\200\231s inspection. It is to be noted that Mr. Ong was readily available via phone or FaceTime during the inspection if needed. This preschool program will operate in Room 1 and Room 5. Ages served are from 2-Kindergarten. Fire clearance was granted on 12/20/2021. First Aid Kit is kept in the director's office. Medications will be stored in a locked box in the director's office. The facility also houses an infant/toddler program, and has an office area, kitchen, children's bathrooms, sta ff bathroom, storage, and playgrounds. All indoor and outdoor play areas were previously measured, and no changes have been made since the last measurements. Rooms 1 and 5 measured at a total of 2050.96 square feet, which is sufficient space for 58 children. The rooms are complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. Drinking water is available in each room by use of a pitcher. There are 4 toilets which are enough for 60 children. There are 4 sinks which are enough for 60 children. Children are to be escorted and supervised by staff to and from the bathroom and direct visual observation is required. There is a separate bathroom for staff, which will designated for use by children who are ill. There is a carbon monoxide detector on site located in the kitchen. The kitchen area currently includes a sink, refrigerator, electric stove, dishwasher, microwave, and storage units. The menu is posted, as well as all other required documents for the parents and employees. The center will be providing electronic sign in/out located in the front lobby. The preschool playground is separate from the infant and toddler playgrounds. The preschool playground measured at a total of 2,696 square feet, which is sufficient space for 35 children. A playground waiver for the children to use the playground on a scheduled basis due to space limitations shall be submitted and approved prior to licensure. The area is appropriately fenced and includes age-appropriate play equipment, and shade. There is a large grassy area, a deck, and a bike path. Water will be brought out in pitchers. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA reviewed with Director the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. Exit interview conducted and report was reviewed with the Director, Michaela Serbin. Once playground waiver is approved, a license for 48 children (ages 2-K) may be granted upon final file review.
