Inspector’s narrative

What the inspector wrote

On 02/28/2025 at 8:40 a.m, Licensing Program Analysts, Renita Rodriguez and Hanna Lucas conducted an unannounced Annual inspection. LPAs identified themselves, provided badges and disclosed reason for the inspection. LPAs met with Center Director, Audrey Hutchinson. Ratios observed 19 and 7 staff. First Aid Kits kept observed in classrooms. Advised medications to be stored in each classroom. There is a separate bathroom for staff. There is a carbon monoxide detector on site located in kitchen. The kitchen area currently includes a sink, refrigerator, dishwasher, microwave, stove, and storage units. The menu is posted, as well as all other required documents for the parents and employees. Sign in sign out sheets are located in each classroom. The infant program (ages 0-24 months) operate in Room 4 and Room 6. The toddler program (ages 18-36 months) operate in Room 2 and Room 3. There is a separate crib area partitioned from the activity area in Room 4. There are currently 3 cribs in the crib area used for napping. Mats are also available for children who are able to climb out of cribs. Visual observation to all infants shall be maintained at all times. The infant rooms currently include one sink for food preparation and one sink for diaper changing in each room. There is a changing table within arm's reach of a sink in each room. Infant/toddler furniture includes tables, chairs, cubbies, soft toys, and other supplies and furniture for the children. Drinking water available in each room with pitchers. There is one potty chair in each toddler room. There are a total of 6 sinks and 2 potty chairs for the infant/toddler classrooms. The playground area is separated into 3 separate sections and are all properly fenced. This includes areas for all components for the facility. LPA discussed the safe sleep regulations with Director discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 , requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . LPA and Director discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
