What the inspector wrote

On 4/14/25, Licensing Program Analyst (LPA) Saraliz Velando conducted a case management visit while at the facility for a different reason. The LPA met with the Director, Kimberly Sandoval. There were 19 infants and 6 staff present today. Based on the information obtained from observation and staff interviews, it was determined that the facility used unqualified staff to care for children in an infant classroom. During the tour of the facility, LPA observed 7 infants with two staff members that do not have any infant units. This revealed sufficient information to prove that children of infant age are being cared for by unqualified staff. Type B Violation was cited. Refer to the next page LIC 9099-D for deficiency. The exit interview was conducted with the Director, Kimberly Sandoval. Appeal Rights and a copy of the licensing report was provided. A notice of site visit was posted and must remain for 30 days.

This requirement was not met as evidenced by: Based on observation and staff interviews, the licensee did not meet the above requirement in that 7 infants were observed with two staff members that do not have any infant units. This poses/posed a potential health, safety or personal rights risk to the children in care.
