What the inspector wrote

On 07/27/2022 at 10:20am, Licensing Program Analyst (LPA), Samantha Clenista conducted an announced Pre-Licensing inspection. LPA met with Applicant, Alexis Velasquez. The Preschool Program will operate Monday to Friday from 8am to 2:15pm in Classroom 1 and Classroom 2. Fire clearance was granted on 05/17/2022. Medications will be stored in a high cabinet located in the kitchen. All indoor and outdoor activity space utilized for the children were inspected and measured today. The indoor play space measured at approximately 705.77 sq. ft. which will accommodate a total of 20 children. The outdoor playground area (aka Courtyard) measured at approximately 2,086.09 sq. ft., which will accommodate no more than 27 children at one time. LPA observed the indoor play space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. There are a total of 3 toilets and 2 sinks available for the children. There is a one restroom that has 2 toilets and 1 sink that is located in the Parish Hall (aka church building) across the childcare building. A waiver is needed to utilize this restroom as it is shared with the church. Children are to be escorted and supervised by staff to and from the bathroom and under direct visual observation. There is a separate bathroom for staff located in the Parish Hall, equipped with 1 toilet and 1 sink and is also designated for use by children who are ill. The director's office/staff lounge will be the isolation area for children who are ill. There is a carbon monoxide detector on site located in Classroom #2. The kitchen area currently includes a sink, oven, microwave and refrigerator. Facility requires the parents/guardians to bring snacks and lunches for their child, however facility stores extra snacks in case a parent/guardian forgets. Food and beverages are located in the kitchen. All required documents for the parents and employees are posted. Sign-in sheet is located upon entrance inside of the facility gate. Applicant was reminded to keep anything that reads, \342\200\234Keep Out of Reach of Children\342\200\235 to be inaccessible to children. When LPA inspected the outdoor playground (courtyard), LPA observed a empty two tier fountain mounted in a wall located in the courtyard where children will be playing. The fountain is located 4 ft. off from the ground. Applicant stated she will place enough flowers in the fountain to refrain from water accumulating. Play area is fenced, has two umbrellas use for shade, age appropriate play equipment, and sufficient cushioning under the climbing structure. Drinking water is readily accessible with portable water jugs and cups inside and outside that classrooms. . Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA and applicant discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . Applicant states she understands that all staff must have a criminal record clearance and be associated to the facility prior to having a presence in the Center. Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website. Please go to www.ccld.ca.gov and click on \342\200\234Receive Important Updates,\342\200\235 then enter your email address and choose which program you would like to subscribe to and click subscribe. Prior to licensure, the following is needed: I nstall a gate at the bottom of the stairs leading to the staff lounge and kitchen Purchase a tweezer for the first aid kit Obtain an approved shared bathroom waiver Provide updated bank statement Make the right side of the AC unit inaccessible located in courtyard Empty the portable bonfire pit located in the courtyard Place enough flowers in the empty water fountain located in the courtyard to refrain from water accumulating Exit interview was conducted with Applicant. A preschool license for 20 children (ages 2.5-5 years old) in Classroom #1 and Classroom #2 may be granted upon final file review. This report shall be kept available at the facility for public review for 3 years.
