What the inspector wrote

THE FOLLOWING IS AN AMENDED REPORT: On 8/26/22 at 10:50 AM, Licensing Program Analysts (LPAs) Keturah Lane and Nancy Diaz, conducted an announced Pre-Licensing inspection. Upon arrival, LPAs met with Applicant, Barbara Graves/Sr. Director of Licensing and Preschool Director Cheryl Molenkamp who meets qualification requirements and toured the facility. LPAs provided the Prelicensing Entrance Checklist. The Preschool Program will operate in the following classrooms: #101, #102, #103 and #104. First Aid Kit is kept in each classroom. Medications will be stored in the office with small refrigerator as needed. Fire clearance was granted on 8/11/2022. All indoor and outdoor activity space utilized for the children was inspected and measured: Indoor: · Room #101 measures 609.6 square feet · Room #102 measures 436.6 square feet · Room #103 measures 850.16 square feet · Room #104 measures 1.053.95 square feet · Total indoor activity space is 2,950.38 square feet, which will accommodate a total of 84 children. Outdoor: · There are two playgrounds that are fenced separately. Playground 1 is smaller and has a sensory sand area and Playground 2 is larger and has a hill in the middle with a slide & a small structure on one side. · Playground 1 measures 1,544 square feet · Playground 2 measures 3,540 square feet · Total area of both playgrounds measures 5,084 square feet which will accommodate no more than 67 children at one time. The rooms are complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mat, bookshelves, and other activity supplies for the children. There are 16 toilets which is sufficient enough for 240 children. There are 13 sinks which is sufficient for 195 children. Children are to be escorted and supervised by staff to and from the bathroom and direct visual observation is required. There is a separate bathroom for staff located by the kitchen equipped with 1 toilet and 1 sink. The isolation area is located in the Director's office. There is an isolation bathroom located in classroom #101 with 1 toilet and 1 sink designated for use by children who are ill. There is a carbon monoxide detector on site located in each classroom. The kitchen area currently includes a sink, refrigerator, microwave, stove, washer/dryer unit and storage. Menu is posted, as well as all other required documents for the parents and employees. The center will be providing electronic sign in/out located in the office and each classroom. The outdoor play area was inspected. LPAs observed 2 separate playgrounds. Areas are completely fenced, have areas covered by building overhang for shade, age appropriate play equipment, and sufficient cushioning (rubber mat with artificial turf on top) under the slide and climbing structures. Drinking water is readily accessible via water bottles the children bring. Water will be refilled via a water filter container. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. This facility plans to provide Incidental Medical Services – IMS. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS has been submitted to the Department. Director is reminded to keep anything that reads, “Keep Out of Reach of Children” inaccessible to children. LPAs reminded Licensee and Director of the requirement to test their water for lead within 180 days of licensure. 101700 (c)(1) – See PIN 21-21-CCP for more information. LPAs provided a copy of the PIN at the inspection. LPAs also provided Summer 2022 Quarterly Update and LIC311A – Records to be Maintained at the Facility. Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website. Please go to www.ccld.ca.gov and click on “Receive Important Updates,” then enter your email address and choose which programs you would like to subscribe to and click “subscribe.” No corrections are needed. Licensee will be granted effective today, 8/26/22 for 67 children. Exit interview was conducted and report was reviewed with the Licensee Barbara Graves and facility representative Director Cheryl Molenkamp.
