What the inspector wrote

On 05/03/2023 at 9:00am, Licensing Program Analyst\342\200\231s (LPA), Samantha Clenista and Sherlynn Banas conducted an announced Pre-Licensing inspection. Upon arrival, LPAs met with Owner, Belinda Arnold and Center Director, Tuohy Dunn. LPAs took a tour of the facility per facility sketch. There were no children present during inspection. This facility houses a Toddler Program (ages 18-36 months) in Room 1 and a Preschool Program (ages 2-K) in Room 2, Room 3, and Room 4. Fire clearance was granted on 03/08/2023. There is a First Aid Kit kept in Director\342\200\231s office and hallway. When medications are on site (depending on the medication), they will be stored in a locked cabinet in the office (inaccessible to children). All indoor and outdoor activity space utilized for the children were inspected and measured today. Room 1 (toddler room) measured at approximately 257 sq. ft. which will accommodate a total of 7 toddlers. Classroom 2 measured at approximately 334.12 sq. ft., Classroom 3 measured at approximately 316.14 sq. ft., and Room 4 measured at approximately 259.81 sq. ft. Total square footage for the preschool classrooms measured at 910.07 sq. ft., sufficient for a total of 26 children. LPAs observed all indoor play space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. The toddler room is equipped with a changing table within arm\342\200\231s reach of a sink. There is a children\342\200\231s restroom located right of the staff restroom that is equipped with 6 toilets (4 which are in stalls and 2 lower toilets) and 2 sinks. Facility is requesting to use the 4 toilets located in stalls for preschoolers and the lower toilets for potty training toddlers. One sink will be designated for toddlers and the other sink will be designated for preschoolers. At no time shall the toddlers and preschoolers be commingled. Children are to be escorted and supervised by staff to and from the bathroom and under direct visual observation. There is a separate staff restroom located left of the children\342\200\231s restroom equipped with 2 sinks and 2 toilets, which will also be designated for use by children who are ill. The director\342\200\231s office is located upstairs and will also be designated for use by children who are ill. There is a carbon monoxide detector on site located in each room. There is a kitchen area, which currently includes sink, microwave, 1 refrigerator, and 1 stove. Facility requires the parent to provide their child\342\200\231s daily meals and snacks, however facility will have extra snacks and food on site in case the parent forgets. Sign-in sheet will take place in the main hallway of the preschool. The facility currently has a total of two separate outdoor play areas per facility that were inspected and measured. There is a main playground located left of the building and an additional small area located in front of the building. There is not a separate toddler playground. The total outdoor play space measured at 2,184.51 sq. ft., sufficient for 29 children. Facility is requesting to be licensed for 24 preschoolers and 6 toddlers. When LPAs inspected the outdoor play areas, LPAs observed canopies used for shade. Main playground has a play structure that is appropriate for ages 3-12 years old and has rubber cushioning underneath, however, needs more to sustain a fall. After discussing different options with the Facility Representatives regarding the playground areas and age appropriate equipment, facility has decided they will fence off an area within the main playground that will be designated for toddlers (18-36 months). All outdoor play areas shall be completely fenced in with a 4ft. or higher fence. Some areas of the fencing were observed to be shy of 4ft. Drinking water will be readily accessible inside and outside the classroom via refillable water jugs and water bottles, provided by the facility. Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPAs discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . Facility Representatives were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPAs reviewed the updated LIC311A with the facility representatives today and reminded to keep anything that reads, \342\200\234Keep Out of Reach of Children\342\200\235 inaccessible to children. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. Prior to licensure the following shall be corrected: \302\267 Fence in a separate toddler playground within the preschool playground \302\267 Submit a bathroom waiver for the toddler children to share the bathroom with the preschool children separately \302\267 Label toddler and preschool toilets and sinks \302\267 Place more toddler age appropriate play equipment in the playground \302\267 Submit an updated facility sketch to reflect appropriate restrooms, and labels of outdoor areas utilized for the children \302\267 Make the AC unit Room #4 inaccessible \302\267 Extend the fencing that surrounds both outdoor play areas to meet the 4ft. requirement \302\267 Place/rack the rubber mulch located around the big play structure on the main playground to be placed under falling hazard areas Exit interview was conducted with Facility Representatives. LPAs advised that Facility Representatives are required to have the water tested and results posted within 180 days of licensure. A license for a total of 30 children; 6 toddlers (ages 18-36 months) and 24 preschoolers (ages 2-K) may be granted upon receiving the above corrections and after LPA Clenista conducts a final file review. Facility Representatives stated their understanding. This report shall be kept available at the facility for public review for 3 years.
