What the inspector wrote

On July 12, 2023 at 8:30 a.m. Licensing Program Analyst (LPA), Leilani Curtis conducted an announced Pre-Licensing inspection. Upon arrival, LPA met with Licensee Signe Castaneda and Director Tomiko Salon. All indoor and outdoor activity space utilized for the children were inspected today. Facility is requesting to be licensed for 15 preschoolers ages 3 years-Kindergarten in the preschool classroom. A fire clearance was granted on 6/5/23. LPA informed Licensee Castaneda and Director Salon that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor play. When medications are on site (depending on the medication), the licensee stated that they will be in a locked cabinet in the staff/teacher preparation office. LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space in the preschool classroom is 539.89 sq. ft., sufficient for a total of 15 children. There are two restrooms located in the preschool building adjacent to the lobby that is equipped with 4 toilets and 2 sinks available in the girls restroom and 3 toilets, 1 urinal, and 2 sinks in the boys restroom for the children to use. The licensee states that the restrooms will be shared with the elementary school program. A waiver to share the restroom has been submitted and must be approved prior to licensure. LPA observed all indoor play space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. There two separate staff restrooms located in a separate building equipped with 1 toilet and 1 sink in each restroom. The sitting area of the facility lobby will be the isolation area for children who are ill. There is an isolation toilet for sick children in each children\342\200\231s restroom. The director states that children will bring their own lunches and snacks to the facility. The kitchen area and food storage area was observed free of rodents and/or vermin. There is an operational carbon monoxide detector on site located in the preschool classroom. All required documents were observed posted in the main parent drop off/pick up area. The lobby area is also where the sign-in and out sheet is located. The facility currently has a fenced yard/playground for outdoor activities. LPA informed the licensee and director that children must be escorted to and from the playground, and that staff must maintain direct supervision at all times. The playground measured at approximately 1,791.61 sq. ft., sufficient for 23 children at one time. The outdoor play area is fully fenced and consists of an outdoor patio, two garden areas, grass lawn and cement side walk. Ms. Castaneda and Ms. Salon were advised that the sloped area of the grass lawn shall not be used for childcare. The licensee states that she will install a fence to separate the sloped area of the lawn from the usable space to ensure children do not have access to the sloped area. The licensee will barricade the utility meter located on the playground sidewalk. The licensee will also add shade to the portion of the grass lawn that will be used by the children. The licensee states that the separate elementary school program will utilize a nearby park and not the preschool playground for outdoor activities. Drinking water is readily accessible inside and outside the classroom. The licensee states that children will bring water bottles to the facility which staff will refill as necessary via bottled water. Ms. Castaneda and Ms. Salon were reminded that any changes to the facility must be reported to and approved by Community Care Licensing. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see P IN 22-02-CCP . A Plan of Operation that includes IMS must be submitted to the Department. The licensee and director were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. The licensee and director were informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-carelicensing/subscribe and select the Child Care option to receive email communication. Exit interview was conducted and report was reviewed with Licensee Castaneda and Director Salon. The licensee was reminded of the requirement to have the water tested and results posted within 180 days of licensure. The licensee states that the facility water has been tested and they are waiting for the results. Prior to licensure, the following corrections are needed: Approved restroom waiver to allow the preschool children to share the restroom with elementary school children. Licensee will install a fence to separate the sloped area of the playground lawn from the useable playground space. Barricade the bottom of the playground stairs. Barricade the utility meter on the playground. Licensee will also add shade to the area of the playground used by the children. The licensee will send LPA photographs of the corrections to the playground. Once all of the corrections have been completed and after conducting a final file review a license for a capacity of 15 children, ages 3-Kindergarten may be issued. The licensee understands that this report shall be kept available at the facility for public review for 3 years.
