What the inspector wrote

On 06/10/2024 at 10:00am, Licensing Program Analyst (LPA), Selina Siao conducted an announced Case Management inspection for an increase in capacity. Upon arrival, LPA met with Director Tomiko Salon and teacher Melissa Pestana. Applicant is requesting to be licensed for 28 preschoolers ages 3 to kindergarten in the current licensed classroom #3 and adding preschool room #1. Hours of operation is Monday to Friday from 8am-6pm. Facility is currently on summer break and will resume on 08/21/2024. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Director Tomiko Salon that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA continued to tour the facility and remeasured both indoor classrooms. Total indoor activity space measured to be 1232.71 square feet, which is sufficient to accommodate the requested capacity of 28 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via the children's own water bottle and it gets refilled by the Sparklett water that gets delivered to the facility. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 04/15/2024. LPA observed a total of 3 sinks and 3 toilets available for the primary children\342\200\231s use only. These are sufficient to accommodate the requested capacity of 28 children. The facility currently has a fully fenced playground area. Fencing is at least four feet high. The total square footage for all the outdoor activity space is 1791.61 square feet which is sufficient for only 23 children at one time, insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via the building on the upper playground area and the outdoor patio area has a sail shade. There is no climbing structure on the playground. Drinking water is available by having the children take their own water bottle outside the playground. LPA observed all hazardous items on the playground to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. The following corrections are needed prior to granting of the capacity increase: \302\267 Install a safety gate at the upper playground area to prevent children from going down the stairs. \302\267 Have door numbers outside the two preschool classroom #1 and #3. \302\267 Obtained outdoor playground waiver approval by the department. All unusual incident report shall be reported to licensing within 24 hours by calling the duty worker (619)767-2248 and the unusual incident report shall be submitted to licensing within 7 days to SDincidentreports@dss.ca.gov . Director submitted the outdoor playground waiver request to LPA Siao during today's inspection. Director understands that all proof of corrections must be provided to the Department within 15 days, or the capacity increase application may be denied.
