What the inspector wrote

On 09/06/2023 at 9:05am, Licensing Program Analyst (LPA), Samantha Clenista conducted an announced Pre-Licensing inspection. Upon arrival, LPA met with Owner/Executive Director, Amanda Manger. All indoor and outdoor activity space utilized for the children were inspected today. Facility is requesting to be licensed for 60 preschoolers (ages 2-5) in Preschool Room 1, Preschool 2 and the Two\342\200\231s Room. Fire clearance was granted on 08/31/2023. LPA informed Ms. Manger that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor play. When medications are on site (depending on the medication), Ms. Manger stated that they will be in a high cabinet located in the kitchen area of the office. LPA continued to tour the facility and measured all indoor and outdoor activity space. \302\267 Preschool Room 1- 1,968.69 sq. ft. \302\267 Preschool Room 2- 861.52 sq. ft. \302\267 Two\342\200\231s Room- 474.86 sq. ft. Total indoor activity space equates to 3,305.07 sq. ft., sufficient for a total of 94 children, however facility is only requesting a license of 60 children at this time. There is a total of 5 toilets and 5 sinks available for the children located in Preschool Room 1 and the Two\342\200\231s Room. LPA observed all indoor play space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. There is a separate staff restroom located in the hallway equipped with 1 toilet and 1 sink. The office area and staff restroom will be the isolation area for children who are ill. The food prep area is located in the kitchen area and currently includes a refrigerator, microwave, oven and one sink. The facility requires the parent/guardians to bring their child(ren) all meals and snacks daily, however facility has extra food/snacks in case someone forgets. Kitchen area and food storage area was observed free of rodents and/or vermin. There is an operational carbon monoxide detector on site located in the office/kitchen area. All required documents were observed posted in the main parent drop off/pick up area. This area is also where the electronic (via Playground app) sign-in and out is located, where each parent is assigned a QR code. The facility has multiple fenced in outdoor play areas which include the following: snack area, sand area, patio, upper yard and lower yard. LPA informed Ms. Manger that children must be escorted to and from the playground. All areas were measured today and the total for all areas combined was approximately 4,782.39 sq. ft., sufficient for 63 children at one time. Area was observed to be fully fenced, however half of the fencing on the right side of the building (near snack area), was observed to be shy of 4ft. Facility is required to meet the 4ft. requirement prior to licensure. Outdoor play areas had trees and umbrellas used for shade. Areas had age-appropriate toys and play equipment. Ms. Manger stated that water is readily accessible inside and outside the classroom via refillable water jugs and water bottles (that will be required by the parent/guardian to bring for their child). Ms. Manger is reminded that any changes to the facility must be reported to and approved by Community Care Licensing. LPA reviewed with Ms. Manger the LIC 311A, Records to Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Ms. Manger was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Ms. Manger was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-carelicensing/subscribe and select the Child Care option to receive email communication. Prior to licensure, facility shall ensure that the fencing located outside on the right side of the building (where the snack area is) meets the 4ft. or higher requirement. Exit interview was conducted and report was reviewed with CEO, Ms. Manger. A notice of site visit was given to facility representative and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Ms. Manger was reminded of the requirement to have the water tested and results posted within 180 days of licensure. A license for 60 preschool children (ages 2-5) may be granted upon receiving the above correction and after conducting a final file review. Ms. Manger understands that this report shall be kept available at the facility for public review for 3 years.
