What the inspector wrote
On 02/05/2024 at 10:45am, Licensing Program Analyst (LPA), Samantha Clenista conducted an announced Pre-Licensing inspection. Upon arrival, LPA met with Ivonne Aguilar (CEO/Director), Josue Cervantes (Business Administrator) and Elia Chavarin (CFO/Head Teacher). All indoor and outdoor activity space utilized for the children were inspected today. Facility is requesting to be licensed for 30 children (ages 2.5 years old to Kindergarten) in Classroom #1, #2 and Multi-Purpose Room. Fire clearance was granted on 01/26/2024. LPA informed facility representatives that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor play.
When medications are on site (depending on the medication), Ms. Aguilar stated that they will be located in a cabinet in the break room.
LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space equates to 1,998.59 sq. ft., sufficient to accommodate requested capacity. There are a total of 2 sinks and 2 toilets available for the children. LPA observed all indoor play space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. There is a separate staff restroom located in the Multi-Purpose Room equipped with 1 toilet and 1 sink. Ms. Aguilar stated that the break room and staff restroom will be the isolation area for children who are ill. The kitchen/food prep area currently includes a refrigerator, dishwasher, sink and laundry room. Kitchen area and food storage area was observed free of rodents and/or vermin. There is an operational carbon monoxide detector on site located in the Multi-Purpose Room. All required documents were observed posted in the main parent drop off/pick up area. This area is also where the sign-in and out is located.
The facility currently has a fenced in playground located in front of the center. The fencing surrounding the playground was observed to be shy of 4ft. high. The playground measured at approximately 1,971.35 sq. ft., sufficient for only 26 children at one time. Facility is requesting to be licensed for 30 children. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Area had two sails used for shade. Area had age-appropriate toys and play equipment. Due to the rain, facility has the tricycles/balls/hula-hoops placed within the office, however, stated they will bring it out during outdoor play (when weather permits). Drinking water is readily accessible inside and outside the classroom via Brita filter attached the kitchen sink faucet and additional Costco water bottles. Facility representatives stated they require the parents/guardians to bring their child(ren) water bottles daily. Facility Representatives were reminded of the requirement to have the water tested and results posted within 180 days of licensure. Facility representatives were reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
LPA reviewed with Facility Representatives the LIC 311A, Records to Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
Facility Representatives were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Prior to licensure, the following is needed:
Ensure the fencing surrounding the outdoor play area meets 4ft. or higher.
Ensure facility has snacks available.
Submit a playground waiver requests due to the outdoor play area measuring less than the requested capacity.
Exit interview was conducted and report was reviewed with Facility Representatives. A notice of site visit was given to Ms. Aguilar and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A license for 30 children (ages 2.5 years old to Kindergarten) in Classroom #1, #2 and Multi-Purpose Room may be granted upon receiving the above corrections and after conducting a final file review. Facility Representatives stated they understand that this report shall be kept available at the facility for public review for 3 years.
