What the inspector wrote

On 01/21/2025 at 9:45am, Licensing Program Analysts (LPAs), Selina Siao and Evelyn Reyes conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPAs met with licensee representative for the corporation/Director Monica Martinez. Applicant is requesting to be licensed for 18 infants (ages 0 to 24 months) in classrooms rooms #1 and #2 along with the two infant napping areas. And applicant is also requesting to be licensed for 24 preschool children (ages 2 to 5 years old) in rooms #3 and #4. Hours of operation will be Monday to Friday 6:30am to 5:30pm. All indoor and outdoor activity space utilized for the children was inspected today. LPA Siao informed Monica Martinez that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Monica Martinez stated that they will be in front lobby reception area. A fully equipped first aid kit is in the infant room #2 and preschool room #4. The facility needs an operational carbon monoxide detector. All required licensing documents shall be posted in the front lobby reception area. Children will be signed in and out at the front lobby area via the Bright Wheel App. LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total infant indoor activity space measured to be 644.26 square feet for the infant component which is sufficient for the requested capacity. The preschool indoor activity area measured to be 773.12 square feet for the preschool component, which is only sufficient to accommodate 22 preschool children and insufficient for the requested capacity. LPAs observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs, napping cots for infants who can climb out of a crib, bookshelves, and other activity supplies for the children. Facility has 8 cribs available for young infants and has ordered smaller cots for older infants. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water will be available in the classrooms via Sparklett water dispenser in the preschool room #3 and Infant room #1. LPAs observed all hazardous items to be inaccessible to children. Licensee representative stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 12/04/2024. High chairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing tables have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high and the changing table is within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a separate room and there is also another designated nap area for older infants to nap on cots. Sleep logs will be kept in the napping rooms. Needs and Services Plans and Individual Sleeping Plans will be kept in the reception lobby area in a lock file cabinet. There shall be at least one potty chair for every five potty training infants. LPAs observed a total of 1 sink available for the infant component and licensee representative will be purchasing another sink and another changing table for the infant room #2. Facility also has 3 sinks and 3 toilets for the preschool component, and these are sufficient to accommodate the requested capacity. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the front lobby reception area and the sick child will also be using the staff\342\200\231s restroom. Facility will be providing breakfast, AM/PM snacks and lunch to the children. The staff lounge/food prep area currently includes a electric stove, washer/dryer, and a sink. LPAs observed the food prep area to be free of rodents and/or vermin. The facility currently has a fully fenced playground area which is separate from other components. The playground chain link fencing is less than the required four feet high in some of the areas. The total square footage for the infant outdoor activity space measure to be 1851.25 square feet and the preschool outdoor activity space measured to be 3631.27 square feet, which are sufficient to accommodate the requested capacity. Shade is provided via a patio cover, trees, and sail shade at the infant outdoor area. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for preschool children which is properly anchored. Facility currently does not have adequate cushioning in fall zones of the preschool climber as the sand is compacted. Drinking water will be available via water pitcher when children are outside to refill the children's water bottles and zippy cups. LPAs observed all hazardous items on the playground to be inaccessible to children. Licensee representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). The following corrections are needed prior to the issuance of the license: Submit an updated application to request for 22 preschool children and 18 infants due to available of the indoor activity space. The facility shall have at least one operating carbon monoxide detector. The outdoor playground fence shall be extended to four feet high surrounding the perimeter. Replace the electric outlet cover in preschool room #3. Install a gate near preschool room #3 to prevent children access to the front lobby area. Install a portable sink and changing table to be place in infant room #2. Move the infant yard larger play structure to the preschool side as it\342\200\231s not age appropriate for infants. Have sufficient cushioning at both preschool and infant playground under and around the climbing structures. Finish cleaning up the indoor and outdoor areas. Finish installing the fence located at the front of the preschool. Remove the fountain located at the preschool yard. Post all licensing required postings at the facility\342\200\231s lobby reception area. Have at least one tweezer be available. Purchase a touch free thermometer. Install a gate at the bottom of the stairs in infant room #2 to prevent children's access to the stairway. Licensee Representative Monica Martinez understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
