Inspector’s narrative

What the inspector wrote

On 07/07/25 at 11:15am, Licensing Program Analysts (LPA), Samantha Clenista and Selina Siao conducted an announced Pre-licensing follow-up inspection. Upon arrival, LPAs met with Facility Representatives; Julie Lowen (President/CEO), Lona Seitz (COO), Diane Prospero (Director of Child Devel opment), Heide Fields (Center Director) and Nicole Steele (Chief Academic Officer). The purpose of this visit is to follow-up on corrections listed during LPA Clenista\342\200\231s inspection dated 06/23/25. LPAs took a tour of the facility per facility sketch to ensure the corrections were met. LPAs observed the following corrections to be met during inspection: the crib area in Room 9 barrier meets requirements, fencing around all outdoor playgrounds is installed and observed to be per regulation, and plans how the facility will ensure preschoolers (ages 2-5) will not be on play structure located on the Preschool Yard #1 and lastly, a plan on how the facility will ensure toddlers less than 2-years-old will not be on the playground structure located on the toddler yard #1. In addition, facility has installed a structure located in the Preschool Yard #1 described as a "GFRC Sand and Water Table." Currently it has no sand or water in it, and is under a big sail shade. Facility Representatives stated that they will utilize it as a sand table until they install a water pipe that will allow water to pump through it continuously. Facility Representatives stated that how the structure is built, there will never be standing water. It is a "push button activator" for the water to come out. LPAs reminded Facility Representatives that direct visual supervision shall be maintained during outdoor play. LPAs reminded Facility Representatives that once they know when the water pipe will be completed and connected to the structure, that they report it to their assigned analyst along with a video of it in operation prior of the water table. The only item that is still pending prior to licensure is obtaining an approved shared playground waiver for the preschool children to share due to limited square footage. Once the playground waiver is approved and LPA Clenista conducts a final file review, a single license of 18 infants (0-24 months) in Room 8 and 9, 34 toddlers (18-36 months) in Rooms 7, 10 & 11, 119 preschoolers (2-5 years old) in Rooms 1, 2, 3, 4 & 6, and 23 school-age children (Kinder to 12-years-old) in Room 5 may be granted.
