What the inspector wrote
On 03/27/2025 at 9;45am, Licensing Program Analysts (LPAs), Selina Siao and Samantha Clenista conducted an announced Pre-Licensing inspection for a change of location. Upon arrival, LPAs met with Applicant/Director Sandra Reyes. Applicant is requesting to be licensed for 15 infants (ages 0 to 2 years old) in classroom #4, 47 preschool (ages 2 to 5 years old) in classrooms #1 and #2 and 23 school age children (ages UTK to 13 years old) in room #3. Hours of operation will be Monday to Friday 7:00am to 5:30pm.
All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Sandra Reyes that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.
When medications are on site, Sandra Reyes stated that they will be in the office locked box. A fully equipped first aid kit are located in each room. There is an operational carbon monoxide detector on site located in each classroom. All required licensing documents were observed posted in the front lobby. Children will be signed in and out via the Playground App.
LPAs continued to tour the facility and measured all indoor and outdoor activity space. The infant indoor activity space measured to be 716.41 square feet, preschool indoor activity space measured to be 1658.54 square feet and the school age indoor activity space measured to be 829.65 square feet which are sufficient for their requested capacity for all three components. LPAs observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs, napping cots for children and infants who can climb out of a crib, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via the children’s own water bottles or zippy cups and it gets refill with the five-gallon water jugs. Applicant will be using the Cintas water dispenser shortly after being licensed. LPAs observed most hazardous items to be inaccessible to children. There are multiple small fountains and bird baths and a large pond located on the properly that needs to be inaccessible to children. Fire clearance was granted on 03/26/2025.
Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a partial plexi glass and thin plywood boards. This barrier is at least four feet high, made of sound absorbing material and partially allows for supervision of napping children. Sleep logs will on the Playground App and the Needs and Services Plans and Sleep Plans will be kept in a binder inside the infant room.
There shall be at least one potty chair for every five infants. LPAs observed a total of 1 sink available for the infant component, 6 sinks and 4 toilets for the preschool component and 4 sinks and 4 toilets for the school age component children’s use. These are sufficient to accommodate the requested capacity of 47 preschool children, 15 infant and 23 school age. There is a separate staff men restroom with 2 toilets, 1 urinal and 1 sink and a women’s restroom with 3 toilets and 1 sink. The isolation area for children who are ill will be the women’s restroom and the director's office.
Facility will provide AM and PM snacks to the children.The facility currently has a fully fenced playground area which is separate from other components. There fencing includes chain link, wood fencing and wrought iron that is at least four feet high. The total square footage for the infant outdoor activity space is 2164 square feet, the preschool outdoor activity space is 3783 square feet and the school age activity space is 88169 square feet. All three outdoor play area are sufficient for the requested capacity. Shade is provided via sail shades, canopy and patio area. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the preschool playground for children ages 2 to 12 years old and the school age playground structure and equipment is for children ages 5 to 12 years old. There is cushioning in fall zones of climber provided by wood chips. Drinking water is available via the children’s own water bottles or zippy cups during outdoor activities. LPAs observed some hazardous items on the school age playground. Applicant Sandra Reyes was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. The kitchen has a refrigerator, microwave and a food heater warmer. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Hazardous items in kitchen are inaccessible to children as it is located in a separate building.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Applicant was informed of the
MyChildCarePlan.org
site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The following corrections are needed prior to the issuance of the license:

Appropriate fencing surrounding the pond located on the property.

Block off the garden area that has cactus and small bird bath to ensure children’s safety.
·
Submit a copy of the rental agreement to show control of property.
·
Add more woodchips for the school age playground area.
·
Submit a picture of the crib are after installing the gate.
·
Remove all the debris and hazardous items located on school age outdoor area.
·
Submit an updated facility sketch to reflect room #2 being the preschool class.
·
Provide a sketch to show an aerial view showing the entire premise by identifying the pond and garden area that are off limit to children.
Applicant Sandra Reyes understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
