What the inspector wrote
On 06/25/2025 at 9:00am, Licensing Program Analysts (LPAs), Selina Siao and Samantha Clinista conducted an announced Pre-Licensing inspection to consolidate the current preschool license 372005909 and current infant license 376701343 to this pending single license facility number. Upon arrival, LPAs met with licensee representative/Director Marily Milne and Assistant Director Esperanza Milan. Applicant is requesting to be licensed for 28 infants (ages 6 weeks to 2 years old) in the Baby Room #1 and Toddler Room #2, 48 preschool children (ages 2 to kindergarten) in classrooms #2/3/4, #5/6 and #7/8, and 12 toddlers (ages 18 to 36 months) in classroom #9. Hours of operation will be Monday to Friday 7:30am to 5:30pm.
All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Director Marilyn Milne that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.
When medications are on site, Assistant Director Esperanza Milan stated that they will be in the individual’s child’s classroom inside a locked cabinet. A fully equipped first aid kit is in the Director’s office. There is an operational carbon monoxide detector on site located in each room. All required licensing documents were observed posted in the Director’s office and the sign in area. Children will be signed in and out at the table outside room #1.
LPAs continued to tour the facility and measured all indoor and outdoor activity space. The infant indoor activity space measured to be 1010.11 square feet, toddler indoor activity space measured to be 380.22 square feet, and the preschool indoor activity space measured to be 2631.17 square feet. The infant and preschool indoor activity areas are sufficient to accommodate the requested capacity of 28 infants and 45 preschool children, but the toddler indoor activity space is only sufficient to accommodate up to a maximum of 10 toddlers. LPAs observed all indoor activity space to be complete with age-appropriate furniture and
equipment, including tables, chairs, cubbies, 9 cribs, napping cots for infants who can climb out of a crib, toddlers and preschool children, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via a portable water and the water is from the filtered water faucet located in the kitchen. LPAs advised facility representatives that all hazardous items shall be inaccessible to children. Facility representatives stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 06/11/2025.
The Infant low-profile chairs are made of washable, moisture-resistant material. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a wooden and Plexi-glass divider. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in the Bright Wheel App. Needs and Services Plans and Sleep Plans are kept in the individual child’s classroom.
There are 2 potty chairs available for potty training infants. LPAs observed a total of 3 sinks available for infants, 2 sinks and 1 toilet available for the toddlers and 7 sinks and 3 toilets available for the preschool children’s use. These are sufficient to accommodate the requested capacity. There is a separate staff/girls restroom equipped with 5 toilets and 2 sinks. The isolation area for children who are ill will be the library room located next to the office and one sink, and one toilet located in the Boy’s restroom near the preschool outdoor courtyard.
The children bring their own snacks and lunch from home. The kitchen area currently includes a stove, oven, microwave, dish washer and a sink. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a safety latch at the cabinet doors under the sink.
The facility currently has a fully fenced playground area which is separate from other components. Fencing includes brick wall, wrought iron that is at least four feet high. The infant outdoor yard measured to be 3526.16 square feet, toddler yard measured to be 1429 square feet, and the preschool outdoor yard measured to be 10846.62 square feet, which are sufficient to accommodate the requested capacity. Shade
is provided via sail shades and EZ pop up. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the preschool playground for children ages 2 to 12 years old which is properly anchored. There is adequate cushioning in fall zones of climber provided by turf. Drinking water is available via the water bottles when children are outside. LPAs observed all hazardous items on the playground to be inaccessible to children. Director Marilyn Milne was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
No corrections are needed. A license for (83) children including 28 infants (ages 6 wks to 2 years old) in Baby Room #1 and Toddler Room #2, 10 toddlers (ages 18 to 36 months) in Room #9 and 45 preschool children (ages 2 to kindergarten) in rooms #2/3/4, #5/6 and #7/8 will be granted effective today.
A notice of site visit was given to facility representative and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
