What the inspector wrote

On 08/5/2025 at 8:40am, Licensing Program Analysts (LPAs), Selina Siao and Samantha Clenista conducted an announced change of location pre licensing inspection. Upon arrival, LPAs met with Site Director Christine Kutzner. The applicant is requesting to be licensed for 40 preschoolers age 2-5 years old in classrooms G-1 and G2. The hours of operation will be Monday to Friday 8am to 11:30am. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Site Director Christine Kutzner that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Christine Kutzner stated that they will be in a higher cabinet located in the office. A fully equipped first aid kit is located in the red locked backpack located in both classrooms. There is an operational carbon monoxide detector on site located in both classroom. All required licensing documents were observed posted in the G1. Children will be signed in and out at G1. LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured to be 1371.34 square feet, which is sufficient to accommodate 39 children instead of 40. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via a 5-gallon Sparklett water dispenser located in room G2. LPAs observed all hazardous items to be inaccessible to children. The director stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 06/24/2025. LPAs observed a total of 3 sinks, 2 toilets and 1 urinal available for children\342\200\231s use. These are sufficient to accommodate the capacity of 39 children. There is a separate staff restroom equipped with a toilet and a sink located in room G2. The isolation area for children who are ill will be the office and the staff\342\200\231s restroom. The facility will provide AM snacks from the nutrition office. The kitchen area currently includes two microwaves, a small refrigerator and sink. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food will be stored separately from cleaning materials. Hazardous items in the kitchen are inaccessible to children via a high cabinet. The facility currently has a fully fenced playground area. Fencing via wrought iron is at least four feet high. The total square footage for all the outdoor activity space is 5497.78 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via a shade structure, large umbrella and tree. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2 to 5 years old which is properly anchored. There is adequate cushioning in fall zones of climbers provided by rubber cushioning. Drinking water is available via the children\342\200\231s water bottles. LPAs observed all hazardous items on the playground to be inaccessible to children. The director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP . A Plan of Operation that includes IMS must be submitted to the Department. LPAs reviewed with Director LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Exit interview conducted and report was reviewed with the Director Christine Kutzner. The following corrections are needed prior to granting a license: \302\267 Put backpack hooks in both classrooms. \302\267 Put toys or remove the current cubie shelf in room G2. \302\267 Clean up the outdoor yard area. Please take pictures of the above corrections and submit them to LPA Siao within 7 days.
