What the inspector wrote
On 09/29/25 at 9:10am, Licensing Program Analysts (LPA), Samantha Clenista and Selina Siao conducted an announced Pre-Licensing inspection for a Change of Ownership. Upon arrival, LPAs met with Center Director, Renee Erickson and observed 9 children with a total of 4 staff. Applicant/Licensee Representative, Enoidem Ekiko, arrived soon after LPAs arrival. Applicant is requesting to be licensed for 25 infants (0-2 years old) in Infant Room 1 and Infant Room 2, 55 preschoolers (ages 2 to Kindergarten) in the 2-year-old Room, 3-year-old Room, and 4-year-old Room, and 14 school-aged children (ages Kindergarten to 14-years-old) in the School-Age Room. Hours of operation will be Monday thru Friday, 6:30am-6:30pm.
All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Facility Representatives that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities to ensure their overall health and safety.
When medications are on site, Director stated that they will be in locked cabinet located in the kitchen. A fully equipped first aid kit is located in the School-Age Room and 2-year-old Room. There is an operational carbon monoxide detector on site located in the School-Age Room. All required licensing documents were observed posted near the front lobby area (near the Director\342\200\231s office). Children will be signed in and out via clipboard upon entry.
LPAs continued to tour the facility and measured all indoor and outdoor activity space. The total square footage for all the indoor activity space for the infant is 890.12 sq., which is sufficient to accommodate the requested capacity of 25 children. The total square footage for all the indoor activity space for the preschool is 1891.50 sq., which is only sufficient to accommodate 54 children. The total square footage for all the indoor activity space for the school-aged is 426 sq., which is sufficient to only accommodate the 12 children, instead of the requested 14 children.
LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, cribs, bookshelves, and other activity supplies for the children. Infant toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via water fountains and tap water. LPAs observed all hazardous items to be inaccessible to children. Facility Representatives stated there are no bodies of water or weapons on this property. Fire clearance was granted on 09/05/2025.
Changing tables within the infant rooms need to replace their changing pad, as they were observed to be worn out. They are covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high and the changing table is within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. There are 12 cribs in the Infant 1 Room. Cribs meet regulatory requirements. Crib area is separated from activity space via wooden wall. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs will be kept in a folder within the classroom per child. Needs and Services Plans and Sleep Plans will also be kept in a folder within the classroom per child, and Facility Representatives were reminded that they have to be updated quarterly.
LPAs observed a total of 2 sinks available for infants, 6 sinks and 6 toilets available for the preschoolers and 1 sink and 1 toilet available for the school-age children. These are sufficient to accommodate the requested overall capacity of all children for each program. School age restrooms afford privacy for the children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the director\342\200\231s office and isolation bathroom located in the Infant 1 classroom. Facility Representatives were reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
Facility will provide morning and afternoon snacks and lunches. The kitchen area currently includes 2 fridges, a freezer and microwave. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials.
The facility currently has two fully fenced playground areas (one for their infants and one for their preschool, which is shared with the school-aged children). Fencing (via chain link, wooden wall and brick wall) is at least four feet high. The total square footage for the outdoor activity space for the infant is 704.68 sq., which is only sufficient to accommodate 9 children at a time. The total square footage for all the outdoor activity space for the preschool is 6,728.36 sq., which is sufficient to accommodate 89 children. There is currently not a separately fenced area for school-age children.
There is a big play structure that is age-appropriate for ages 5-12 years old, that is located on one side of the preschool playground. Facility Representatives stated that the preschool children do not utilize this play structure and provide direct supervision to prevent the children from entering \342\200\234the wood chip area\342\200\235 which is where the structure located. Facility Representatives stated that they will fence this area off so that the school-age children have their own designated area. The area measures 1,180.73 sq. ft., which is sufficient to accommodate the requested capacity. There is adequate cushioning under the school-age structure provided by wood chips. Shade is provided via gazebo. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. LPAs observed all hazardous items on the playgrounds to be inaccessible to children. Facility Representatives stated they will add an additional fenced off area (currently used for preschool) to add to their infant program to meet the 75 square feet per child.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
Facility Representatives were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPAs reviewed with Facility Representatives the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
LPAs discussed the safe sleep regulations with Facility Representatives and discussed the Child Care Licensing Safe Sleep webpage at:

, as an additional resource. LPAs also informed Facility Representatives of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Facility Representatives were informed of the
MyChildCarePlan.org
site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
A notice of site visit was given to Facility Representatives and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

The following corrections are needed prior to the issuance of the license:
Fix one toilet cover in the preschool restroom.
Facility Representatives stated they will remove the cubbies that have diapers in them located in the 2-year-old Room and place it on a floating shelf.
Facility Representatives stated they will purchase new changing pads for the two changing tables in the Infant classrooms to meet regulation.
Extend the wall dividing Infant Room 2 and the 3-year-old Room to meet 4ft.
Facility Representatives stated they will enclose the school-age playground structure to make its own designated play area.
Facility Representatives stated they will enclose another outdoor play area for infants to meet the 75 square feet per child.
Place more cushioning under the climber structures located on the preschool playground and slide located on the infant playground.
Submit an updated 200A reflecting the following updated capacities: 25 infants, 54 preschoolers, and 12 school-age children, for a total of 91 children.
