Pre-licensing visit·October 21, 2025

On 10/21/25 at 9am, Licensing Program Analysts (LPAs), Selina Siao and Samantha Clenista conducted an announced Pre-Licensing inspection for a change of ownership. Upon arrival, LPAs met with Applicant/Director Louise Kristofferson. Applicant is requesting to be licensed for 16 infants (ages 6 weeks and 2 year old) in the infant building. Hours of operation will be Monday to Friday 7am to 5:30pm. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Louise Kristofferson that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Ms. Louise Kristofferson stated that they would be in a higher cabinet located in the kitchen. A fully equipped first aid kit is located in the infant room located in the kitchen. There is an operational carbon monoxide detector on site located in the kitchen. All required licensing documents were observed posted in the Infant room by the back door. Children will be signed in and out at the front door. LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 631.73 square feet, which is sufficient to accommodate the requested capacity of 16 infants. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots for older infants that can climb out of a crib, 12 cribs, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via the children\342\200\231s zippy cups or water bottles with the water that the facility orders from Conscious Water. LPAs observed all hazardous items to be inaccessible to children. Applicant stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 10/13/2025. High chairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing tables have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table is at least 3\342\200\235 high and the changing table is within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a curtain and a black mesh room divider therefore it currently does not meet the regulation requirement as it\342\200\231s not made of sound absorbent material. Sleep logs are kept on the little desk in the napping area. Needs and Services Plans and Sleep Plans will be kept in in a file by the front door. There are two toilets and two sinks available for the infants. These are sufficient to accommodate the requested capacity of 16 infants. There is a separate staff restroom equipped with a toilet and a sink located at the preschool building. The isolation area for children who are ill will be the an area by the back door that leads to the outdoor playground. Director will place a cot or mat for a child to rest while waiting for the parent to pick up the child and the isolation restroom will be the staff\342\200\231s restroom. Facility will provide breakfast, snacks and lunch. The kitchen area currently includes refrigerator, stove, oven, microwave and bottle warmer. The kitchen area and food storage areas were observed free of rodents and/or vermin. Hazardous items in kitchen are inaccessible to children by the staff placing them up high and inaccessible to children. The facility currently has a fully fenced playground area. Fencing is via a wooden fence and wrought iron fence that is at least four feet high. The total square footage for all the outdoor activity space is 587.09 square feet, which is sufficient for only 7 children at one time, insufficient for the number of children being requested. Director will extend the outdoor playground area. Shade is provided via a large tree and building. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for toddler children and it is properly secured. There is adequate cushioning in fall zones of a climber provided by turf. Drinking water is available via the children\342\200\231s zippy cups or water bottles during outdoor activities. LPAs observed all hazardous items on the playground to be inaccessible to children. Applicant Louise Kristofferson was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Also indicate when they last did their lead test. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPAs discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPAs also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. \342\200\234 Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following corrections are needed prior to the issuance of the license: \302\267 Add a sound absorbent wall that is minimum 4 feet high to separate the napping area from the activity area. \302\267 Submit a waiver for the preschool and infant to share one Director. \302\267 Extend the infant outdoor area. Submit all the required documents listed on the notice of incomplete application. Applicant Louise Kristofferson understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
