On November 16, 2023 at 11:55 am, Licensing Program Analyst (LPA) Jessica Rubio arrived unannounced to EES Vista Early Learning Center (CCC) and met with Director Darlene Skidmore to follow up on an unusual incident report (UIR) received for an incident that occurred where parent (P1) of child (C1) informed CCC that on 10/20/2023, C1 disclosed that C1 had been bit by another child (C2) and a photo of a mark on C1 was provided. Additionally, P1 reported that C1 disclosed C1 was touched on their private part by another child (C3) in the classroom. Additional details of the alleged touching were not disclosed. LPA interviewed Director and three staff regarding the incident. All interviews revealed that no incident of biting between C2 and C1 was observed and at no time during the day did C1 cry or scream at anytime which would have indicated C1 was hurt or bit. Interviews also revealed that at no time has C3 been observed to touch C1 in a private area. Interviews and record review revealed there were 15 children present that day with four teachers providing care and supervision. Director also stated she met with P1 and addressed P1's concerns. LPA determined there were no deficiencies at this time. An exit interview was conducted and a copy of this report along with appeal rights were reviewed with and provided to Director Darlene Skidmore. A notice of site visit was also provided and must remain posted for 30 days.
