An informal office meeting was held at the Riverside Child Care South East Regional Office, February 9, 2022 with Licensing Program Managers (LPMs) Stephanie Hudak, Pauline Beschorner, and Carlos Martinez, Licensing Program Analysts (LPAs) Joanne Domingo, Cindy Hamilton, Anastasia Flores and Susan Brewer, and Applicant Irma Gurrero (via Zoom tele- conference call), and Son/Administrator Daniel Espinosa. The purpose of the office meeting was to discuss the following: 1) Pending application for Kids Paradise, School Age Child Care Center 2) Teacher Qualifications- School Age 3) Pop-up Waiver expiring March 31, 2022 LPM Hudak discussed the issues pertaining to the pending application for Kids Paradise, School Age program. Title 22 Regulations for Child Care Center, School Age Teachers was reviewed. The facility has identified Staff Samuel Romero to be the School Age Teacher. CCL does not have adequate documentation at this time to show proof of Samuel’s qualifications to be a Teacher. In response, Daniel stated that Samuel has been performing the duties as a Teacher Assistant since April 2021. Daniel states that Samuel meets requirements of Section 101516.2 of the Child Care Center Regulations, Health and Safety Code 1597.21(d). Daniel provided the following documents during meeting: Time-cards for Samuel, letter of recommendation from Childhelp Foster Family Agency regarding volunteer hours for Samuel, and copy of ECE classes with Theoria College that Samuel is attending. CONTINUED ON LIC 809C CONTINUED FROM LIC 809: It was also discussed during the meeting that if the documentation that will be submitted for Samuel is not sufficient, then the facility will have to hire a qualified teacher prior to the Pop-up Waiver expiring on 3/31/2022. The qualified teacher can be Administrator Daniel until such time Samuel meets the qualifications, however, Daniel must be present at all times during operation of School Age Program. If Daniel cannot perform the duties as a teacher, then documents for a new qualified teacher will have to be submitted prior to March 14, 2022, for sufficient time for LPA to review. It was also recommended to Daniel to have Samuel attend Health and Safety training as a back-up emergency plan. The following document is being requested by March 1, 2022 for the application: - Letter from Director/Administrator of Kids Paradise documenting Samuels hours of training, specifying day/hours and in what capacity, (example: Teacher Aide or Teacher) By March 31, 2022, should Samuel complete ECE units, copies of certificates are to be submitted to Community Care Licensing. Once all documentation is received, LPA Domingo and LPM Hudak will review for completion. Exit interview was conducted and a copy of this report was issued to Administrator Daniel Espinosa.
