What the inspector wrote

On September 24, 2025, at 1:00 PM, an informal conference was held at the Riverside Child Care Office. In attendance were Licensing Program Manager (LPM) Pauline Beschorner, Licensing Program Analyst (LPA) William Chancellor, the facility’s Owner (OWN) Jennifer House, Regional Manager (RM) Shannon Spencer, and Area Director (AD) Rosa Mendoza. The meeting focused on the facility’s responsibilities regarding reporting requirements and the provision of care and supervision. During the discussion, OWN, RM and AD affirmed their understanding of Title 22 Regulation 101212, Reporting Requirements, which mandates the reporting of any injury requiring medical treatment, unusual incidents, or child absences that may pose a threat to a child’s physical or emotional well-being. They also acknowledged Title 22 Regulation 101229, Responsibility for Providing Care and Supervision, which requires that children are never left unsupervised and must always be under the care of a qualified teacher. Additional topics included the importance of staff training and active supervision practices, such as conducting accurate headcounts during transitions and performing full walk-throughs before moving children to a new area. An exit interview was conducted, and a copy of this report, along with appeal rights, was reviewed and provided to the Area Director Rosa Mendoza.
