What the inspector wrote

On June 5, 2035, at 8:15 AM, Licensing Program Analyst (LPA) William Chancellor and Licensing Program Manager (LPM) Pauline Beschorner arrived unannounced to Baldo Family Child Care Home (FCCH) for a Case Management visit regarding the inspection of an above ground swimming pool being utilized before installing water. LPA and LPM were greeted by Licensee, Ilaria Baldo and shared the reason for the visit. During the inspection, LPA and LPM made observations of a rectangular style above ground swimming pool, located in the back yard. LPA tested for sturdiness and LPA measured and confirmed the height of the swimming pool perimeter measures 4 foot 3 inches. Additionally, a metal mesh fencing was installed around the perimeter of the pool, raising the barrier an additional 2 feet, confirming a 6 foot barrier. Licensee is utilizing bamboo poles and zip ties, to connect the metal mesh to the top of the barrier of the swimming pool. It must be noted the swimming pool utilizes a 6.6 foot ladder that cannot be removed when filled with water. Licensee installed additional metal mesh to enclose the ladder, making each step inaccessible to daycare children. A 10 inch retaining wall was observed on the back side of the pool, LPA confirmed the 6 foot barrier still exceeds the 5 foot requirement when standing on the barrier wall. Four bedroom windows were observed to look out into the backyard. With one immediately in front of the swimming pool. The right side of the window can be opened, Licensee was recommended to install a window alarm and additional barrier fencing, raising the height in front of the bedroom window, so access can be made inaccessible from the window. LPA provided best practice feedback by encouraging the use of a daily inspection checklist to ensure the safety of the fencing, inspection of fencing, zip ties, sturdiness of bamboo and inaccessibility to the ladder. Licensee was encouraged to utilize a swimming pool alarm that meets ASTM International Standard F2208. LPA additionally encouraged Water Safety training. Licensee was approved to install water for the swimming pool during todays inspection. There were no deficiencies cited during todays inspection. LPA provided an exit interview to Licensee, Ilaria Baldo, along with appeal rights and a Notice of Site Visit (NOS). LPA confirmed that the NOS was posted in the entry of the home and reminded Licensee that it must remain posted for 30 consecutive days.
