What the inspector wrote
Licensing Program Analyst (LPA) William Chancellor conducted an unannounced annual inspection for Baldo Family Childcare at the above home on February 25, 2026, at 12:05 PM. LPA met with Licensee Ilaria Baldo who guided LPA on a tour of the home. LPA verified that eight daycare children are enrolled and five were present during the annual inspection, along with two assistant.
The facility operates Monday through Thursday 7AM \342\200\223 7PM, Friday 7AM-9PM. Off-limit areas include: Master bedroom, bedroom 2, the kitchen, and attached garage. All bedroom and garage doors have second set of doorknobs inaccessible to daycare children. Facility additionally has child safety gates preventing access to the kitchen, bedrooms, and garage, making them off limits. The facility is licensed as a large Family Child Care Home (FCCH) with a maximum capacity of twelve children.
A working cell phone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed, along with a functioning smoke detector and carbon monoxide detector, both of which were tested by the Licensee. The fireplace is properly screened to prevent access by children, and all hazardous items, including toxins, are stored securely and are inaccessible to children. No weapons are present, and the Licensee, Ilaria Baldo, understands that all firearms, weapons, and ammunition must be locked separately and made inaccessible as per Title 22 Regulations.
The facility provides clean, safe, and age-appropriate toys for children. A current roster is on file, and required postings, including the Facility Sketch, Emergency Disaster Plan, and Notification of Parent\342\200\231s Rights, are displayed. The most recent disaster drill was documented in February 2026.
Present in the backyard is a rectangular style above ground swimming pool. LPA observed the swimming pool to be covered due to the winter weather. LPA tested for sturdiness and LPA measured and confirmed the height of the swimming pool perimeter measures 4 foot 3 inches. Additionally, a metal mesh fencing was installed around the perimeter of the pool, raising the barrier an additional 2 feet, confirming a 6-foot barrier. Licensee is utilizing bamboo poles and zip ties, to connect the metal mesh to the top of the barrier of the swimming pool. It must be noted the swimming pool utilizes a 6.6 foot ladder that cannot be removed when filled with water. Licensee installed additional metal mesh to enclose the ladder, making each step inaccessible to daycare children. LPA observed a operational pool alarm in the swimming pool and confirmed licensee documents for daily pool log.
Both staff and child files were audited as part of this annual inspection. Mandated Reporter Training expired in October 2027. The Pediatric CPR and First Aid certification expires in October 2027. Resident and staff records were reviewed, and all adults requiring caregiver background checks have received the necessary clearances and exemptions.
Licensee Ilaria Baldo was reminded that all adults 18 and over, living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, Licensee Ilaria Baldo confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
