What the inspector wrote

On 08/06/25, Licensing Program Analyst (LPA) Kelli Waters, conducted an unannounced visit to the facility for a separate unrelated issue. During the Case Management visit, LPA met with Director, Nialea Guachena, discussed the reason for the visit, took a census and toured the facility. Present during the visit was Valley Center Fire Protection District Division Chief. During the facility inspection, interview and record review, LPA Waters did not observe the required fire system that was to be installed by 08/05/25 per the Valley Center Fire Protection District. Facility was originally given a 90-day deadline to have a fire system in place that meets required California state fire codes as a condition of the fire clearance granted on 05/07/25. At the time of visit, Facility representative stated the company had acquired 3 bids for work contracts to install the system. A Type A Deficiency will be issued for Title 22 regulation 101171(a) and correction will be needed within 30 calendar days. See 809-D for deficiencies . An exit interview was conducted, a copy of this report, and appeal rights were discussed and provided to Director, Nialea Guachena. The Notice of Site Visit must be posted for 30 days. A copy of this report and deficiency must be posted to the public at the facility site for 1 year.
