What the inspector wrote

On January 16, 2026, at 9:30AM, Licensing Program Analyst (LPA) William Chancellor arrived unannounced at Ghiyasi Family Child Care (FCCH) to conduct a case management (CM) inspection. Upon arrival, LPA was greeted by licensee (LIC) Mahboubeh Ghiyasi and assistant (A1) Kiyana Pahlevani. The purpose for the CM inspection was initiated by LIC for a capacity increase. Upon arrival five (5) day care children were present and one assistant. LPA observed LIC to be interacting in the main daycare room singing songs and playing with different toys. A fire clearance was approved for an increase of capacity from eight (8) to fourteen (14) on January 7, 2026, by Vista Fire Department. Fire clearance excludes the second story from being utilized for the childcare. During the visit, staff and child files were audited as part of the inspection. The last fire drill was conducted on December 12, 2025. Licensee was reminded to conduct fire and earthquake drills on separate days. Additionally, all CPR and First Aid certificates must be through American Heart Association, American Red Cross or an EMSA certified vendor. Current CPR and Mandated Reporter were on file for Licensee and assistants. No deficiencies were cited during this visit. LPA provided an exit interview to licensee Mahboubeh Ghiyasi and assistant (A1) Kiyana Pahlevani along with a copy of this report. Appeal rights and a Notice of Site visit (NOS) were additionally provided, and licensee was reminded that the NOS must remain posted for 30 consecutive days in a prominent place, visible to the public and enrolled families/guardians.
