What the inspector wrote
Licensing Program Analyst (LPA) William Chancellor conducted an announced pre-licensing inspection of Arias Cisneros family childcare at the above home on July 23, 2025, at 12:30 PM. LPA met with Applicant Erika Arias Cisneros, who guided LPA on a tour of the home. Applicant is applying for a relocation and a large family childcare. There were no children present when LPA arrived. Per Applicant, hours of operation will be Monday through Friday 7:00 AM- 5:00 PM. Applicant states they will provide care for children 12 months to 13 years of age.
This is a single-story home consisting of 4 bedrooms, 2 bathrooms, a living room, kitchen, attached garage, front yard and backyard. The home was inspected for safety, cleanliness, telephone service, heating and ventilation. LPA confirmed inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. All poisons will be kept in the garage and master bathroom, which has a key locked door.
Areas used by children include: The living room, bathroom #1, bedroom 2, bedroom 3 and backyard. Areas off limits include: attached garage, master bedroom, master bathroom, bedroom 1 and side yards beyond wrought iron fencing. Off limit areas are made inaccessible by door locks, child safety door knob covers and fencing. Knives and other sharp utensils will be kept kitchen drawer with a child\342\200\231s safety lock. Cleaning products are made inaccessible by a key lock in the attached garage.
The home is clean, neat, and orderly, there are outlet covers throughout the home. Five smoke detector\342\200\231s were observed, in the living room and each bedroom and found to be operable. LPA confirmed carbon monoxide detector to be mounted in the hallway outside of bathroom 1. The required (2A-10BC) fire extinguisher was mounted in the kitchen. LPA reminded applicant that the fire extinguisher must be serviced annually or as often as necessary. Smoke and carbon monoxide detectors should be checked and batteries replaced when chirping.
Applicant completed the required preventative health and safety course which includes nutrition and prevention of lead exposure on February 10, 2024. A current Pediatric First Aid and CPR is on file, expiring January 2027. Verification of required immunization's and influenza vaccinations are on file. Proof of Mandated Reporter Training was also provided and expires in October 2025.
Per Applicant, there are not any weapons or firearms in the facility. Applicant understands all guns, weapons and ammunition must be key locked separately and made inaccessible per Title 22 Regulations.
There
are not
any pools, spas, or other bodies of water. Applicant understands all bodies of water including ponds, above ground pools and spas, in-ground pools and spas, and some fountains must be properly covered or fenced per title 22 regulations. The Department must be notified before and after installation of the bodies of water described. In addition, all wading pools or similar product must be emptied immediately after use and stored in an upright position when not in use.
According to the applicant, the children will use the backyard for outdoor play. The outdoor play area was observed to be fenced. LPA observed the west side yard to be under construction, awaiting installation of cement and rolled up rebar. Additionally, tools were observed and stacked tree branches that were recently cut. Beyond the dirt and mulch area is a vinyl border on the ground, that encloses the mulch and dirt from a miniature hill immediately in front of the exterior fencing. Due to the applicant currently in the process of relocating, the backyard will be listed as off-limits temporarily until installation of the cement is complete and hazards are made inaccessible.
The isolation area for a sick child waiting to be picked up will be in the living room area, away from other children. LPA reviewed with applicant the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted.
The applicant will provide proof of control of property.
Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
LPA informed Applicant(s) of their reporting requirements. Any unusual incidents or injuries must be reported to the Department within 24 hours via telephone and within seven (7) days in writing. Fire and safety drills must be performed every six months and documented for review by the Department. Smoking is not allowed in a home that is licensed as a family day care home, and in those areas of the family day care home where children are present.
A current roster of children enrolled must be available and maintained for a period of three years, even after children no longer are attending the facility.
Annual fees must be paid promptly and by the due date or a late fee shall be assessed, and/or the License shall be terminated.
Changes should be reported to the Department as soon as they occur such as construction and remodeling, telephone number changes and/or if you move from the home.
Applicant states they will provide food for the children.

Applicant(s) was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
On this date, July 9, 2025, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.
Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

LPA will submit the application for approval once the following is Completed:
1. Applicant will email LPA a photo of Parent Bard, including all required postings.
2. Photos and Video of installation of backyard cement.
3. Photos of temporary barrier enclosing around yard, to prevent injury of the hill.
4. Install a child safety lock for kitchen knives drawer.
5. Provide a copy of Marriage certificate.
6. Fire clearance.
7. Immunization's for assistant.
All Item must be done by August 22, 2025. Once all corrections have been verified, the application for a Large Family Child Care Home will be submitted for approval with a maximum capacity of 14 with parent notification. Applicant advised that all corrections are due within 30 days, or the application may be denied.
An exit interview was conducted, and a copy of this report was reviewed with and handed to Erika Arias Cisneros.
