What the inspector wrote
Licensing Program Analyst (LPA) Tricia Danielson conducted an announced pre-licensing inspection for a large family childcare at the above home on 05/20/2026 at 9:05 AM. LPA met with Licensee/Applicant Claxton, who guided LPA on a tour of the home. There were zero child present when LPA arrived. Licensee/Applicant is relocating her large child care license, Licensee/Applicant previous license number is 376301312. Per Licensee/Applicant, hours of operation will be Monday through Sunday from 6:00 AM to 6:00 AM. Licensee/Applicant understands children cannot be in care more than 23 hours and 59 minutes at any one time. Licensee/Applicant states they will provide care for children birth to 12 years of age.
This is a single home consisting of 3 bedrooms, 2 bathrooms, a living room, kitchen, dining room, office, laundry room, front yard and backyard. The home was inspected for safety, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children.
Areas used by children include: the family room, play area room, bathroom#1, art room/office, bedroom #1, dining room, and backyard. Areas off limits include: the primary bedroom and bathroom, bedroom #2, laundry room, and kitchen. Off limit areas have not yet been made inaccessible. Knives and other sharp utensils are locked in a kitchen cabinets and drawers. Cleaning products are located in the laundry room but have not yet been secured with a lock.
The home is clean and orderly. Smoke/carbon monoxide detector was observed and approved by the Oceanside Fire Department on 5/18/2026.
Licensee/Applicant has completed the required health and safety training and Pediatric First Aid and CPR. Licensee/Applicant has proof of immunization against pertussis and measles, and declination letters for influenza on file. Proof of Mandated Reporter Training was also provided. Licensee/Applicant states they will provide food for the children. LPA observed age-appropriate toys and learning materials. The required (2A:10BC) fire extinguisher was observed in the kitchen and was purchased in May 2026. Per Licensee/Applicant, there are no weapons or firearms in the facility.
Per Licensee/Applicant, the children will use the backyard for outdoor play. The outdoor play area was observed to be fenced. LPA did not observe any objects that could be hazardous to children in care. There are no pools or spas, or other bodies of water located on the property.
The isolation area for a sick child waiting to be picked up will be in the family room area, away from other children. LPA reviewed with Licensee/applicant the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted.
Licensee/Applicant owns the home however proof of control of property has not yet been provided.
Licensee/Applicant Claxton was reminded that all adults 18 and over, living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA informed Licensee/Applicant any unusual incidents or injuries must be reported to the Department within 24 hours via telephone and within seven (7) days in writing. Fire and safety drills must be performed every six months and documented for review by the Department and smoking tobacco is not allowed in a home that is licensed as a family
child care home, and in those areas of the family day care home where children are present.
A current roster of children enrolled must be available and maintained for a period of three years, even after children no longer are attending the facility.
Annual fees must be paid promptly and by the due date or a late fee shall be assessed, and/or the License shall be terminated.
The fire extinguisher type 2A-10BC must be serviced annually or as often as necessary. Smoke and carbon monoxide detectors should be checked, batteries should be replaced.
Changes should be reported the to the Department as soon as they occur such as construction and remodeling, telephone number changes and/or if you move from home.

Licensee/Applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
LPA discussed the safe sleep regulations with Licensee/Applicant Claxton and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Licensee/Applicant Claxton confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

LPA will submit a the application for approval once the following is completed:
1. Install door handle latches/gates for off limit rooms
2. Install lock on laundry room cabinet
3. Provide proof of control of property
4. Provide completed LIC 610- Emergency Disaster Plan
All Items must be done by 6/20/2026. An exit interview was conducted, and a copy of this this report was reviewed with and handed to Licensee/Applicant Claxton.
