What the inspector wrote

On 7/13/22, Licensing Program Analyst (LPA), Tyra Block, conducted an annual inspection. LPA met with Licensee/ Director Joanne O'Neill. The facility operates Monday through Friday from 8:00 a.m. to 5:00 p.m. The indoor and outdoor of the facility was inspected. The following ratios were observed during the inspection: 22 children present with 4 staff members (2:9- Sunflower Class and 2:14- Monarch Class ). The facility was operating within licensed capacity and ratio limitations. Children were observed to be under visual supervision. The classroom and restrooms have adequate lighting, heating, and ventilation. All floors appeared to be safe and clean. The restrooms are maintained with operational toilets and faucets with appropriate temperature during the inspection. Hand soap, paper towels and toilet paper were available during the inspection. Furniture, children's cubbies, toys and equipment appeared to be in good condition. Trash cans have tight-fitting cover. Disinfectants, cleaning solutions and other hazardous items are stored in shed. All foods/beverages capable of rapid spoiling are refrigerated. The facility appears to be free of insects and rodents during the visit. There is an operational carbon monoxide detector and smoke detector during the visit. Medication policies and procedures were reviewed, i child has an epi-pen. Children bring their own lunches and snacks. Sign in/out sheets were reviewed showing parent/guardian\342\200\231s signature and time of day recorded. The kitchen and storage areas appeared to be clean. The surface of the outdoor activity space is maintained in a safe condition with sufficient shade. Drinking water is available inside the classrooms and outdoor play area. There are no bodies of water or weapons present on the premises during the visit. The last fire drill was conducted and documented on 2/2022. The director's office or outdoors is designated for use by children who are ill. A sample of children records, including medical assessment, identification and emergency information, parent's rights, and personal rights were reviewed. Staff's records and transcripts were reviewed to verify teacher qualifications and experience. Opening and closing staff members have current CPR and First Aid certifications. A review of staff records indicate that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. All required forms are posted in prominent areas. LPA and the Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . LPA discussed the safe sleep regulations with licensee and facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records.
