What the inspector wrote

On 2/10/2023 at 9:41AM , Licensing Program Analysts (LPAs) Jeanette Sanchez and James Wilkerson , conducted a Case Management visit in response to information received from the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW). LPAs met with Director Aunica DeFalco, who was informed of the reason for the visit. Assembly Bill 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their drinking and cooking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first lead testing. LPAs observed on the report provided by the SWRCB, Faucet M identified as having high levels of lead - 13ppb. The faucet is located in the school's Classroom #4/Infant B (currently not in use). Director Aunica DeFalco, told LPAs that the faucet was immediately turned off and placed out of service. The faucet has been replaced as of 1/3/2023. Interviews with staff revealed that the sink has not been used. The sink is located in a classroom currently not in use. Actual date it was last used is unknown but said to be at least as of June 2022. See LIC 809D for cited deficiency in accordance with the California Code of Regulations Title 22, Division 12 written directives. An exit interview was conducted with Director Aunica DeFalco . A copy of this report, appeal rights and a Notice of Site Visit was issued.

    Responsibility for Providing Care and Supervision - (a) The licensee shall provide care and supervision as necessary to meet the children's needs.(1) No child(ren) shall be left without the supervision of a teacher at any time, except as specified in Sections 101216.2(e)(1) and 101230(c)(1). Supervision shall include visual observation. This requirement was not met as evidenced by: A child was left alone in the hallway during transition from the Toddler Classroom to the Infant "A" Classroom and was found by a parent who notified staff. This poses an immediate risk to the health and safety of the children.
