What the inspector wrote

On the above date and time, Licensing Program Analysts (LPA\342\200\231S) Kelly Gerth and Kelli Waters conducted an unannounced Case Management inspection for an INCREASE in capacity. Upon arrival, LPA met with Program Director Cynthia De Dios. Applicant is requesting to be licensed for a capacity total of 67 infants and toddlers (26 Infants, Ages 4 months to 24 months and 41 Toddlers, Ages 18 months to 36 months). Classroom #1/Bella A, Classroom #2/Bella B and Classroom #3/Bella C to be used for infants ages 4 months to 24 months and Classroom #4/Caleigh A, Classroom #5/Caleigh B, Classroom #6/Caleigh C and Classroom#7/Adam A to be used for Toddlers ages 18 months to 36 months. Hours of operation will be Monday through Friday, 6:30AM-5:30PM. Present during today\342\200\231s inspection were (27) infants and # toddlers, with (16) staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA's informed Program Director Cynthia De Dios that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA's continued to tour the facility and measured new additional indoor and outdoor activity space. The indoor space has a total of (4) infant cribs, (5) toilets, (9) changing tables and (9) faucets for staff hand washing. Total indoor activity space measured is 2,432.2 square feet, which is sufficient to accommodate the requested capacity of (26) Infants in Classroom #1/Bella A, Classroom #2/Bella B and Classroom #3/Bella C, Ages 4 months to 24 months in Rooms and (41) Toddlers, Ages 18 months to 36 months in Classroom #4/Caleigh A, Classroom #5/Caleigh B, Classroom #6/Caleigh C and Classroom#7/Adam A with a total capacity of (67). LPA's observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Page 2 Drinking water was available both indoors and outdoors via filtered water, disposable cups and children\342\200\231s water bottles. LPA's observed all hazardous items to be inaccessible to children and there are no bodies of water or weapons on the property per Program Director Cynthia De Dios. Fire clearance was granted on 02/05/2026 by the Escondido Fire Department for a total of (67) Infants and Toddlers. The facility currently has fully fenced playground areas. The outdoor space measured Playground #7/Bella Deck, Playground #6/Cali Yard with Sandbox extension, Playground #7/Adam A Patio and Playground #2/Far Parking Lot is a total of 7,322.72 Square foot, which is sufficient for the requested total capacity of (67). Fencing consist of cinder blocks, chain link fencing and/or the building itself and is at least four feet high in all areas. A playground waiver to share all playgrounds at different times to be submitted and approved prior to licensure due to the Toddler component. Shade is provided via permanent shade canopies in all outdoor activity space areas, with exception of Playground #7/Bella Deck which has an overhead shade sail affixed to the 2 buildings the area is in-between. There are sufficient outdoor age-appropriate toys and play equipment available in all outdoor activity spaces. There is adequate cushioning in all outdoor activity spaces and drinking water is available via filtered water, children\342\200\231s personal water bottles and/or disposable cups. Program Director Cynthia De Dios was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Program Director Cynthia De Dios was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. The following corrections are needed prior to the issuance of the license: 1. An approved outdoor program waiver using a time schedule shall be obtained. 2. Clearly labeled sinks to be used by staff only, post diapering. 3. Toilet to be utilized by Toddlers in Room #7/Adam A. Program Director Cynthia De Dios understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Exit interview conducted and a copy of the report was reviewed with and provided to Program Director Cynthia De Dios. A notice of site visit was given to Program Director Cynthia De Dios and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
