What the inspector wrote

On 04/14/2025 at 12:30PM, Licensing Program Analyst, Hanna Lucas, made an unannounced visit for the purpose of annual inspection. LPA met with the Director, Maxine Tellechea, and toured the facility. There were 46 children present with 3 teachers and 2 Aides in 3 rooms. Facility is within ratio and capacity. The rooms were clean and in a comfortable temperature during the visit. Adequate ventilation and heating are available. All required forms were posted in each classroom, excluding the license that is posted in the front office. At the time of inspection, the children were napping, LPA reminded the Director to allow some light into each classroom for visibility. The furniture, books, games, and toys are safe, and age appropriate. There is a variety of activities provided throughout the day. The preschool playground is fully fenced and separate from the church program with age-appropriate play equipment. On the playground there is sufficient cushioning and adequate shade. Drinking water is available at all times, as staff ensures that each child has their own personal water bottle. Water bottles can be refilled in each classroom\342\200\231s water dispensary, which is delivered every 2 weeks by Coulligan. Children are evaluated upon entry and monitored throughout the day for signs of illness. The isolation area for ill children awaiting pick up is the front office. The children\342\200\231s lunch and snack are stored in their individual lunch boxes. Facility has packaged snacks in each classroom for children who do not bring one. There is no expired or contaminated food present. Director orders snacks from Costco every 2 weeks. The food has been stored separately from any chemicals or cleaning products. The snack menu is posted, changes are recorded, and the menus are stored for 30 days. Napping/bedding equipment is stored separately from the children\342\200\231s play area. Each child has their own cot and blankets. Cots are sanitized regularly, and the children\342\200\231s blankets are sent home with the parent every Thursday/Friday to wash thoroughly. Hand washing and toileting areas are in a safe, sanitary, and operating condition. There are several staff present with current CPR and First Aid certification. Medications are stored in a locked box, located in the front office, which is inaccessible to children with all required documentation on file. There is no evidence of rodent or insect activity. The carbon monoxide detector and fire alarm in each classroom are operational. The facility has a written disaster plan in place, and they have been conducting and documenting evacuation drills every six months. The last drill was conducted on 4/10/2025. The facility does not transport children. LPA reviewed sign in/out sheets, a sample of personnel records and a sample of children's records. The Director was reminded that Mandated Reporter Training is to be retaken every two years and can be accessed at the following website: www.mandatedreporterca.com . LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed the Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the facility is exempt from lead testing as it does not use the building\342\200\231s water supply for any drinking water or food preparation. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Director is advised to sign up for Quarterly Updates and Provider Information Notices (PINs) for one or more programs on our website: www.ccld.ca.gov .
