What the inspector wrote

On 4/09/2024 at 11:50am, Licensing Program Analyst (LPA), Selina Siao conducted an unannounced Case Management inspection for a room change. Upon arrival, LPA met with Director Chatanika Udugama. Facility is currently licensed to care for infants in classrooms #1, #2 and #6 with a crib area. Facility is requesting to add new classroom #7 (previous crib area) and remove classroom #2 to be use for the preschool program and add new classroom #7. Hours of operation is Monday to Friday from 7:00am to 5:00pm. Present during today’s inspection were 35 children with 8 staff members during nap time. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Naing Win that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA continued to tour the facility and measured new classroom #7 indoor activity space. Total indoor activity space for all three classrooms measured to be 1335.44 square feet which is sufficient for the requested capacity of 38. There are a total of 12 cribs, napping mats, and cots available for the infants. The children do not get potty train until they move up to the preschool program. All three classrooms has a changing table within arm's reach of a sink. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms and at the playground via zippy cup and facility uses the drinking fountain via the Brita water pitcher to refill the children's cups. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 3/12/2024. LPA observed a total of 3 sinks available for children’s use. These are sufficient to accommodate the requested capacity of 38 children. The facility currently has a fully fenced playground area. The chain link fencing is at least four feet high. The total square footage for all the outdoor activity space is 900.95 square feet, which is sufficient for 12 children at one time, insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage was previously approved on 11/08/2022. Shade is provided via tree. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There are multiple little tikes slides on the playground that appears to be age appropriate for the children that the facility serves. There is adequate cushioning in fall zones of climber provided by turf. Drinking water is available via zippy cups. LPA observed all hazardous items on the playground to be inaccessible to children. Facility representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. A license for 38 children will be granted upon a final file review. Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. A notice of site visit was given to facility representative Ms. Naing Win. The notice must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with Ms. Naing Win as Director Chaturika Udugama had to leave for a personal appointment.
