What the inspector wrote
On May 12, 2025, at 11:44 a.m., Licensing Program Analyst (LPA), Angela Nguyen conducted an unannounced Required Inspection and met with Licensee, Gloria Delgado. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. One (1) day care children and Helper Elsa Delgado were present during this inspection. This facility is a one story, three-bedroom, two-bathroom house. The following areas are used for childcare: living room, kitchen, dining room/family room, patio (located in backyard), playroom (located in back patio) and restrooms located in hallway of home & patio area, front yard, backyard. The following off-limit areas are made securely inaccessible: garage and three bedrooms. Operation hours are Monday through Friday from 6:00 a.m. to 6:00 p.m.
The fire extinguisher and combination smoke/ carbon monoxide detector were inspected and met requirements. Hazardous items were made inaccessible to children during the inspection. The licensee does have toys, play equipment and materials available. Licensee uses the fenced back yard for outdoor play.
The home does not have a fireplace. Licensee stated there are no bodies of water on the premises. LPA did not observe any bodies of water. Licensee stated there are no firearms or ammunition in the home.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Licensee\342\200\231s Pediatric First Aid and CPR certification expires on 5/2027. Licensee has required immunizations on file. Licensee\342\200\231s Mandated Reporter Training AB1207 expire in 8/2025. Elsa Delgado (Helper) Pediatric CPR/ First Aid expire 5/2027 and Mandated Reporter expire 8/2025. Children\342\200\231s files were reviewed and determined to be complete. Facility roster was reviewed and determined to be complete. Last fire and disaster drill was conducted and documented on 3/20/2025.
LPA provided and discussed the following: Report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Licensee was also provided information regarding SIDS, Lead exposure and Shaken Baby Syndrome.
Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.
LPA advised Licensee if there is an unusual incident to report to call Licensing within 24 hours and to follow up with an LIC624B within 7 days. Incidental Medical Services (IMS) policy was discussed with Licensee, Gloria Delgado. For IMS information see PIN 22-02- CCP. LPA advised the Licensee that prior to making alterations or additions to the home or grounds, the Licensee shall notify the Department of the proposed change.
Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Licensee provided proof of control of property to the Department.
Southern California Child Care Advocate information was provided, and applicant was encouraged to subscribe through the CCLD website to be placed on an email list for updated regulation information. Advocate information was provided: (714) 703-2800 or childcareadvocatesprogram@dss.ca.gov.
The maximum capacity for a large family child care home: 12 children (with a qualified assistant) with no more than 4 infants; or (with landlord consent) 14 children (with a qualified assistant) with no more than 3 infants, 1 child enrolled in kindergarten or elementary school and 1 child at least age 6 including children under age 10 who live in the licensee's home. No Deficiencies were cited during this visit.
A Notice of Site Visit (LIC 9213) was given to Licensee, Gloria Delgado and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. LPA observed LIC 9213 was posted. Appeal Rights (LIC 9058) was provided. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
An exit interview was conducted and the report was reviewed with Licensee, Gloria Delgado.
