On March 10, 2026, at 3:15 PM, Licensing Program Analyst (LPA), Vicky Williamson conducted an unannounced Annual Random inspection. LPA met with Licensee Michelle Hilliard and discussed the purpose of the inspection. There were two daycare children present. Also present is Licensee\342\200\231s adult son Herbert Hilliard. At 4:48 PM,assistant Tiffani Hilliard arrived to the facility with six daycare children. Days and hours of operation are Monday through Friday, from 6:00 AM \342\200\223 6:00 PM. This two - story, three (3) bedroom, two (2) bathroom home tour and inspected. The following areas are used for daycare: living room, kitchen, dining room, bathroom #2 (hallway) and the front yard. Off-limits areas include the family room and the entire upstairs (bedroom #1, bedroom #2, bedroom #3, bathroom #1). The off-limit areas are made inaccessible to children by use of door locks, and safety gates. Licensee states that the front yard is used for outdoor play for children activities. The licensee is reminded that children should always be supervised during outdoor activities. The stairway in the home is secured with a safety gate. Licensee is reminded when children under 5 years of age are present, the stairway must be barricaded. LPA advised the Licensee that prior to making alterations or additions to the home or grounds, the Licensee shall notify the Department of the proposed change. Licensee stated there are no bodies of water on the premises. LPA observed no bodies of water on the premises during time of inspection. Licensee stated there are no firearms, other weapons, or ammunition in the home. The fire extinguisher, smoke and carbon monoxide detectors meet requirements and are operational. The fireplace in the home is properly secured. LIC 809C Continuation\342\200\246 All poisons, detergents, cleaning compounds, medications and other hazardous items in the home are made inaccessible to children through latches, locks, and/or placed on high surfaces. Licensee has children's toys, play equipment and books available. Licensee has a working cell phone. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Pediatric CPR/First Aid certification for licensee is valid through October 2027. The licensee has the required immunization records on file. Mandated Reporter training certification for licensee expired on September 5, 2025. LPA informed licensee to ensure the mandated reporter training is completed once every two years. LPA observed the required documents posted. A sample of children\342\200\231s files were reviewed and were determined to be complete. Documentation of 15 - minute sleep checks are being maintained. The last fire drill was conducted and documented on December 9, 2025. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. See LIC 809C Continuation... Licensee is reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. The licensee was also provided with information regarding SIDS, Lead Exposure and Shaken Baby Syndrome. Licensee was provided a new version of the Family Child Care Home application form LIC 279 and the Emergency Disaster Plan form LIC 610A during time of inspection. Licensee stated that she will update the forms and submit to the Department no later than, March 24, 2026. During the exit interview, the Licensee Michelle Hilliard, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
