What the inspector wrote

On 05/04/22 at 8:42 a.m., Licensing Program Analyst (LPA), Rajani Goudreau conducted an unannounced Annual Inspection and met with the Licensee, Carrie George. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. Seven children and two staff members were present in the facility during this inspection. This facility is a one story, three-bedroom, three-bathroom house. The following areas are used for childcare: Living room, indoor patio -daycare room, restroom located in daycare room, partial of backyard.The following off-limit areas are made securely inaccessible: kitchen, dining room, three-bedrooms, two bathrooms. Operation hours are Monday through Friday from 6:00 a.m. to 6:00 p.m. The fire extinguisher, smoke detector, and carbon monoxide detector met requirements, per LPA observation. LPA observed hazardous items inaccessible to children in care. LPA informed Licensee poisons shall be placed in a storage area and locked. LPA observed toys, play equipment and materials available for the children\342\200\231s use. The home has a fenced backyard available for outdoor activities. LPA informed Licensee children shall be supervised during outdoor activities. There is a pool located in back yard, which is fenced with a 5 feet high fence with openings on fence no wider than four inches, and in no way obstruct a complete and clear view of the pool from the outside. In addition, pool fence has a gate that is self-closing, self-latching and swings away from the pool, per LPA observation. There is a fireplace located in the living room that is securely screened. Licensee stated there are no weapons in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Licensee\342\200\231s First Aid and CPR certifications expired, per Licensees statement. Licensee has required immunizations, per file review. Licensee has not completed the Mandated Reporter Training for a couple of years, per Licensees statement. LPA informed Licensee the Mandated Reporter training shall be completed once every two years. The facility roster is maintained and was reviewed. Fire and and disaster drills conducted within six months, per file review. There is one crib or play yard for each infant who is unable to climb out of the crib or play yard. Cribs or play yards are free from all loose articles and objects. The provider shall physically check on sleeping infants every 15 minutes. An Individual Infant Sleeping Plan [LIC 9227 (3/20)] is maintained for each infant up to 12 months of age. The provider places infants up to 12 months of age on their backs for sleeping. Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . LPA discussed and provided Licensee with the following: child care advocates email address: childcareadvocatesprogram@dss.ca.gov . LPA informed Licensee in order to sign up for Quarterly Updates and PINs through our website.
