What the inspector wrote

On 6/3/25 at 10:30 AM, Licensing Program Analyst (LPA), Mahjoba Mohsini, made an unannounced visit for the purpose of an Annual Inspection. LPA was greeted at the door by Licensee Jodanna Dinsmore. Present also were 9 children in care, helper Naomi Folkes and licensee's son Rex Dinsmore and. Entrance checklist was provided. Licensee states there are total 9 children enrolled, and operating hours are 8:00 AM to 4:30 PM and closed occasionally on Fridays.. LPA toured the home. Licensee has provided adequate space for the children to eat, sleep and play within the home. Areas used for childcare (located downstairs) are: family room (classroom), living/dinning room, downstairs bathroom, and fully fenced backyard and the patio. Off limits areas are all of upstairs and garage have been made inaccessible with the use of removable baby gates, and latches. The facility sketch on file is accurate. There are no weapons stored in the home or on the property and there are no bodies of water on the facility. The fire extinguisher is fully charged and of adequate size and (mounted on the wall of the classroom). Carbon monoxide detector (located in the classroom) is operational. Emergency drills are conducted and documented. Last emergency drill date: 05/2025. There is a written Disaster Plan on file. The home is clean, orderly with adequate ventilation and heating. The furniture, to include napping materials and children\342\200\231s toys, books and activities are safe and age appropriate and in good repair. Licensee states she has checked for recalled items. Children will be observed upon entry and throughout the day for signs of illness. An appropriate isolation area has been established for sick children. There is a working telephone, and all required forms are posted. Outdoor play space is fully fenced with age-appropriate play equipment and activities in good repair. No hazards were noted. Licensee understands there is no smoking in or around day care areas. Records were reviewed and are in order. Licensee\342\200\231s pediatric CPR/FA certificate expires September 2025 and Mandated Reporter has expired. Licensee will renew Mandated Reporter training certification and send proof by end of day. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Licensee is to be present in the home to ensure children are supervised and reminded that no children are to be left in parked vehicles and car seats are not to use used for sleeping. Capacity limitations were reviewed. LPA discussed California Megan's Law and the website was provided as follows: www.meganslaw.ca.gov Licensee is advised to sign up for Quarterly Updates and Provider Information Notices (PINs) for one or more programs on our website: www.ccld.ca.gov . For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process At the time of the visit LPA observed Licensee's son Rex Dinsmore who was not fingerprint cleared or associated with the facility present. Licensee states her son came from colleges abroad on this day and has not been living at the facility consistently. LPA informed licensee that all adults/children turning 18 years of age must be fingerprint cleared. LPA informed licensee, Jodanna Dinsmore that this report dated 6/3/25 documents (1), Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health a, safety or personal rights of children in care. LPA also informed licensee to provide a copy of this licensing report dated (6/3/25) that documents any Type A citations to parents/guardians of all children currently enrolled by the next business day or the next day children in care, and to any newly enrolled parent/guardians for 12 months from the date of this report. A signed Acknowledgement of receivpt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Civil penalties were assessed in the amount of $100. Licensee was provided a copy of Civil Penalties Assessment LIC421BG. Please be advised that FAILURE TO PAY the required civil penalty payment may result in in the REVOCATION OF YOUR LICENSE . You must respond within 30 days with the payment of or a proposed payment plan that includes the first payment. Further, the Department will not approve any requests for increase in capacity or for additional capacity of additional licenses while civil penalties remain unpaid. Exit interview conducted and report was reviewed with the Licensee Jodanna Dinsmore. During the exit interview, the Licensee, Jodanna Dismore confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Deficiency was cited. See deficiency type A. NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS.
