What the inspector wrote

Licensing Program Analyst (LPA), Jennifer Lott and Licensing Program Manager (LPM) Tashima Daniel conducted an unannounced Annual Licensing Inspection. LPA/LPM were greeted at the front door by Licensee, Megan Kennel and granted entry after identifying themselves and disclosing the purpose of their visit. The licensee is currently operating under a small license. The licensee is using the following areas for daycare: Living room, kitchen, dining room, patio 1, front yard, classroom, classroom bathrooms, child's play yard. Off limit areas include: Master bedroom, bedrooms #1 & 2, house bathrooms, garage, patio 2. The facility currently has 6 children in care of which 1 were infants. Licensee provided a copy of their current roster and is operating within the licensed ratio and capacity. At 11:25am, LPA tested the smoke detector in the classroom and carbon monoxide detector near the fire place. Also operational was the fire extinguisher. There is no swimming pool at the facility and the spa has been removed. There are no weapons or ammunition stored in the home. . Fireplace was screened to prevent access by children. There also are no stairs in the home. Storage for poisons, detergents, cleaning solutions, medications are locked and inaccessible to children. Outdoor play area is fenced and free of hazards. The last disaster/fire drill was conducted on 10/20/22. The home is kept clean and orderly with heating and ventilation for safety and comfort. The home provides safe toys, play equipment and materials. Children\342\200\231s records contained emergency contact information and immunization records. All parents or representatives received a copy of the Family Child Care Home Notification of Parent\342\200\231s Rights. Pediatric CPR and First Aid cards are current and will expire on 10/2024. Mandated reporter training expired on 02/12/2021. Staff immunizations were reviewed and are in compliance. There is a working telephone and email address. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day / per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee or facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee for facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee states that they do not provide medication assistance to any day care children. Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Based on today\342\200\231s visit, deficiencies were observed and noted on the attached LIC 809D. In addition, civil penalties are being assessed in the amount of $500 and noted on the attached LIC 421BG. Exit interview conducted and report was reviewed with Licensee, Kennel. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

    Based on LPA's observations and record review, the licensee did not comply with the section cited above in 1 person residindg in the home has not obtained a criminal background clearance, which poses an immediate health and safety risk to persons in care.

    Based on LPA's record reveiw, the licensee did not comply with the section cited above in that their mandated reporter training certificate expired on 02/12/2021. This poses a potential safety risk to persons in care.
