What the inspector wrote

On 5/5/2026 at 9:15 am, Licensing Program Analyst (LPA), Jennifer Irving, and Licensing Program Manager, Joelle Redding made an unannounced visit for the purpose of an Annual Inspection. LPA was greeted at the door by Licensee, Silvia Villegas. During this visit, there were 11 children in care. Licensee’s spouse, Alejandro, was assisting today. The facility is within ratio and capacity. LPA toured the home. Primary child care areas are the playrooms, kitchen, nap room, dining room, living room, bathroom #1 and fenced backyard. The facility sketch on file was updated during this visit to include “off limits” areas. Off limits areas are Room #2 (spare room) and #3 (office), master bedroom, master bathroom, laundry room, garage, rear hallway bathroom and have been made inaccessible with the use of door locks. The locks were not engaged during this visit. See LIC 809D for accessible items and corresponding deficiency. Room #1 did not have any hazards present. Glass cleaner was accessible on the desk in the office. There are no weapons stored in the home or on the property and there are no bodies of water present. The fireplace has been secured by use of screen and glass barrier. The fire extinguisher is full and of adequate size and located in the kitchen. The smoke alarm (located in hallway by bathroom) and carbon monoxide detector (located in kitchen) are operational. Emergency drills are being conducted and logged at least every six months and there is a written Disaster Plan on file. The last fire drill was on 5/4/26. The home is clean, orderly with adequate ventilation and heating. Licensee has provided enough space for the children to eat, sleep and play within the home. Licensee provides their snacks and lunches and there is refrigeration available for storage. The furniture, to include napping materials and children’s toys, books and activities are safe and age appropriate and in good repair. Licensee has checked for recalled items. Children will be observed upon entry and throughout the day for signs of illness. An appropriate isolation area has been established for sick children. There is a working telephone, and all required forms are posted. Outdoor play space is fully fenced with age-appropriate play equipment and activities in good repair. Yard is very large and and has ample space for children to play, LPA informed the licensee that there should be adequate supervision during outside time because of the rose bushes near the garage and the items stacked up in the back of the garage. LPA observed there to be Fabulouso cleaner, Clorox wipes, and Comet in the laundry room. LPA observed Clorox wipes and Lysol spray in the rear hallway closet. The items were not secure and accessible to children. The licensee corrected during the visit and the correction was observed by LPA, Jennifer Irving and LPM, Joelle Redding. Licensee understands there is no smoking in or around day care areas. Children’s files were reviewed and it was noted that C1 did not have a file on hand. The facility roster was current and complete and is being stored for 3 years. Licensee's pediatric CPR/FA certificate is valid through 12/2027. Staff files were reviewed and found to be current. Licensee is reminded that Mandated Reporter Training certificates are to be renewed every two years at the following website: www.mandatedreporterca.com . Licensee and her spouse’s mandated reporter certificates were valid. LPA discussed the safe sleep regulations with licensee, Silvia Villegas and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA, Jennifer Irving and LPM Joelle Redding observed on arrival that the licensee, Silvia Villegas did have a bouncer in the living room. LPM advised her to remove it immediately, licensee complied and put the item outside, and assured that they will not use the bouncer anymore. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Licensee is to be present in the home to ensure children are supervised and reminded that no children are to be left in parked vehicles and car seats are not to use used for sleeping. Capacity limitations were reviewed. LPA discussed California Megan's Law and the website was provided as follows: www.meganslaw.ca.gov Licensee is advised to sign up for Quarterly Updates and Provider Information Notices (PINs) for one or more programs on our website: www.ccld.ca.gov . Select “Child Care” then “Quick Links” and Quarterly Updates. Select “Receive Important Updates” then put the email address in and choose which program(s) you would like to subscribe to and select “subscribe.” To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. During the exit interview, the LICENSEE, Silvia Vilegas, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Type A and B deficiencies cited on the accompanying LIC 809-D. NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS.

These areas are "off limit" areas and were not in the children's proximity, however they were not made inaccessible to the children which poses/posed a potential health, safety or personal rights risk to persons in care.
