What the inspector wrote

On January 16, 2026 , at 12:00 PM. , Licensing Program Analyst (LPA), Gloria Gonzalez conducted an unannounced Annual/Random Inspection and met with Licensee, Blanca Miranda.\302\240 LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. Four (4) daycare children and one (1) staff member were present in the facility during this inspection. Licensee accompanied LPA inside and out of the facility during this inspection. The following areas used for child care are: living room 1 & 2, dining room, kitchen, downstairs bathroom, daycare room (through the double doors in the kitchen area), infant area. Off limits areas are garage (includes two rooms that are rented out, adults renting have been criminally record cleared), and all of upstairs (4 bedrooms and 2 bathrooms) and are inaccessible through use of door knob covers and a safety gate. Hours of operation are: Monday-Friday from 3:30 am-5:30 pm. The fire extinguisher, smoke detector, and carbon monoxide detector met requirements.\302\240 Hazardous items were made inaccessible to children during the inspection. The licensee has toys, play equipment and materials available.\302\240 The home has a fenced backyard available for outdoor activities at time of inspection . Licensee shall supervise children during outside activities at all times. The upstairs is not used and is gated off at the bottom of the stairway and the Licensee understands the gate must be in place when children under five years are present during day care hours. Licensee stated no bodies of water and LPA did not observe any bodies of water on the premises during the time of this inspection. LPA observed locked storage area(s) for firearms and other dangerous weapons. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances . Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee\342\200\231s First Aid and CPR certification expires on 10/2026.\302\240 Licensee has required immunizations.\302\240 Licensee completed Mandated Reporter Training on 08/05/25. Facility roster is maintained and was reviewed.\302\240 The last fire and disaster drills were conducted and documented on 12/02/25.\302\240 LPA reviewed a sample of children\342\200\231s files and observed files were complete.\302\240LPA reviewed staff files and observed files were complete. LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA provided and discussed the following:\302\240 Report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms.\302\240 Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. LPA advised if there is an unusual incident to report to call Licensing within 24 hours and to follow up with an LIC624B within 7 days. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA advised the Licensee that prior to making alterations or additions to the home or grounds, the Licensee shall notify the Department of the proposed change. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Licensee provided proof of control of property and Landlord consent is not required. No deficiencies cited during today's inspection. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters, and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. During the exit interview, the Licensee and LPA, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee, Blanca Miranda. LPA interpreted and explained the inspection report to licensee in Spanish, licensee stated she understood.
