Follow-up on corrections·December 9, 2021

On December 9, 2021, Licensing Program Analysts (LPAs) Jeanette Sanchez and Ana Noble, conducted a case management inspection to issue a citation in regard to an uncleared adult being present, interacting and/or providing care and supervision to children enrolled in the daycare. During time of inspection, there were a total of 0 children in care. In July 2021, interviews were conducted by Special Investigator Annette Renquist with five former/current daycare children and three daycare parents. The five children and three daycare parents reported that they had observed licensee’s boyfriend/husband, Francisco “Hugo” Moreno-Serrano being present in the home, interacting and/or providing care to daycare children. Investigator Renquist also confirmed “Hugo’s” identity per a copy of “Hugo’s” current photo shown to children. Children stated “Hugo” was living in the home, providing care to them when licensee was not home, or providing snacks to them. Parents confirmed “Hugo” answering the door and bringing out their children when they would pick children up from the daycare. A record review of residents and staff fingerprinted and associated to the facility revealed Francisco “Hugo” Moreno-Serrano did not have a fingerprint clearance. Based on confidential interviews and record review, the facility is cited for violation of the California Code of Regulations, Title 22, Division 12, Section 102370: Criminal Record Clearance. Francisco “Hugo” Moreno-Serrano was present in the facility interacting and/or providing care and supervision to daycare children without a fingerprint clearance which poses an immediate risk to the health and safety to children in care. Civil penalties being assessed. A copy of this report was reviewed and provided to licensee Susan Coronado along with the appeal rights, Notice of Site Visit, and Civil Penalty Assessment (LIC 421BG) form. LPAs observed the Notice of Site Visit form was posted by licensee prior to departure.
