What the inspector wrote

Regarding the allegation that Licensee left daycare child in a soiled diaper for an extended amount of time, LPA Morris conducted interviews with the Licensee and Staff and discussed the daycare’s diapering policies and procedures. During interviews, LPA received information that the facility diaper changing policy is to change children’s diapers as needed and check diapers at least every hour and a half to two hours. While touring the childcare area, LPA observed that the facility kept sign in and sign out sheets, diapering log with signatures, and other diapering items such as diaper wipes, pads, cleaning supplies and additional diapers and made sure items were appropriate for children. LPA also reviewed the diaper log and did not observe any discrepancies. Due to a lack of evidence, LPA was unable to confirm that a daycare child was left in a soiled diaper for an extended amount of time. Regarding the allegation that Licensee left a minor alone to provide care and supervision to children in care, LPA conducted pertinent interviews and was unable to corroborate allegation. Interviews revealed that the daycare children were never left alone with minors and adult supervision was always provided. It was also revealed that the Licensee would always take the children when she needed to run errands and/or leave the facility for any reason. LPA was unable to gather evidence or proof that there was a specific incident when the daycare children were left alone and therefore could not confirm children were in left in the care of minors. Based on confidential interviews and record reviews, the allegations that a child was sexually abused while in care, the Licensee left daycare child in a soiled diaper for an extended amount of time and Licensee left a minor alone to provide care and supervision to children in care, may have occurred, however is not supported, or proven by evidence. Therefore, the allegations are Unsubstantiated. An exit interview was conducted, a copy of this report, appeal rights and Notice of Site Visit were provided to licensee Susan Coronado. The licensee was reminded that the Notice of Site Visit must remain posted for 30 consecutive days.
