What the inspector wrote
On 04/28/2025 at 01:20 P.M. Licensing Program Analyst (LPA) Edleen Montesa, conducted an unannounced annual inspection with the licensee, Lisa Skinner. LPA identified self, disclosed the purpose of the inspection, was granted entry into the facility by the helper, Lori Vanatta, and provided the Inspection Checklist (LIC126).
Also present in the facility were the licensee\342\200\231s helpers, Lori Vanatta and Teresa Soto, and there were 12 (twelve) day care children present. The three bedroom, two bathroom, single story home was toured and inspected to ensure an environment safe for the care and supervision of children. Licensee accompanied LPA during the facility inspection.
Licensee has provided adequate space for the children to eat, sleep and play within the home. Areas used for child care include: the living room, family room, kitchen, dining room, Room 1, bathroom, fenced play yard, and outside patio. Off limits areas include: the garage, Room 2, Guest Room, office space, dog pen, master bathroom, and are inaccessible through the use of child safety gates, door knob covers, locks, and safety latches. There is a working phone at the facility. The licensee has play materials, and equipment available in the home. LPA observed plenty of age appropriate toys, and materials and well prepared and organized areas available for children to explore in the daycare areas. LPA also witnessed the helpers facilitating children\342\200\231s activities that engages children\342\200\231s participation in their learning. The home has a fully
fenced backyard and patio available for outdoor activities and has been advised to ensure full visual supervision of day care children while outdoors.
The fire extinguisher, smoke detector, and carbon monoxide detector meet requirements and are operational. All hazardous items were latched/locked and secured out of reach of children. There is a body of water on the property, a covered and locked spa, located in the play yard and it is properly covered
per regulation.

Licensee states that there are no weapons in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions.
Licensee\342\200\231s First Aid and CPR certifications and helper\342\200\231s both expire on 01/2026. Licensee and helper completed Mandated Reporter Training on 07/2024. Children\342\200\231s and Staff records were reviewed and found to be complete and met regulations. LPA obtained an updated facility roster and observed required documents are posted at the facility. LPA reviewed documentation of emergency drills and last earthquake drill was conducted on 04/01/2025 .
Provider is hereby reminded of the following: report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms, ensure that all adults living or working in the home have criminal background clearances to avoid civil penalties associated with this requirement; corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. All equipment that is used should be used only as intended by the manufacturer. Licensee was also provided handouts with information regarding upcoming Safe Sleep Regulations/SIDS, Lead exposure and Shaken Baby Syndrome. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies cited at this inspection.
Exit interview conducted and report was reviewed with the licensee, Lisa Skinner. During the exit interview, the licensee, Lisa Skinner, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days.
